In Tonights Bulletin...

An excerpt from a TPN news bulletin: "...Not so much a favourite of the people of Praetoria, but more of a curiosity, the metahuman known as The Mask Noir recently appeared on the scene, sporting a pair of pistols and what is described as "an eerie, mystical power".

Motive unknown, it is rumoured that he has disregarded the law pertaining to other metahumans, and even turned down offers to join the terrorist cell known as the "Resistance". Emperor Cole has said that "...For the time being, the vigilante known as 'The Mask Noir' is not considered a threat to our way of life, and I am positive they will reconsider their disregard for mandatory service."

The Mask Noir has not commented on the matter publicly, though TPN assures you we will be there on the scene when he does."

Introduction

First and foremost, the man known only as The Mask Noir is a hero. In his eyes, at least. His state of permanent anonymity has gotten the best of him over the ten years since he began, and he's cashed in on the mystery surrounding his identity as much as he can. TPN adore him as he always manages to turn a seemingly slow news day on its head. Of course, it helps that his nights on the town have garnered a small group of fans willing to stare mindlessly into the TV for a chance to see him.

The Cole Administration do still, to this day, deny any affiliation, instead insisting that he is a rogue element with similar goals of civil peace and an orderly society. Cole, The Mask Noir and a handful of the Administrations higher ups know differently, though. You see, The Mask Noir is in fact an operative for an extension of the Praetorian government, though their existance is completely deniable. This "Branch", Praesidium Praemo Praetoria, is merely two men. The Mask Noir, and a man known as Weissritter.

Through their supposedly nonexistent branch the two have helped with the more touchy matters that the Administration should not be affiliated with. Any action fitting with the will of the Cole Administration is simply a matter of coincidence, a coincidence just like every other action undertaken by The Mask Noir.

Recent Activity

Since the beginning of July 2011, The Mask Noir has been seen in the inter-dimensional club Pocket D. His appearances and disappearances are like clockwork. He turns up each day at almost exactly the same time, a copy of the morning paper tucked under his left arm, and a cup of coffee in his hand. On occasion he approaches people, seemingly chosen at random. Apparently he is "From overseas" and "Searching for some kind of runaway. Caucasian, medium build, roughly a head shorter than The Mask Noir, slicked back blonde hair, always wears custom-tailored white suits."

Of course, some assume he is simply a Private Detective, trying to bring an estranged husband home to their wife, and it's obvious The Mask Noir enjoys this. Though to a Praetorian who had seen him about Nova Praetoria and Imperial City years back, the description (albeit rather vague) would possibly strike a chord. This description fits Weissritter fairly well.

Between his stakeouts (and oftentimes during) The Mask Noir observes Primal Earths culture. Women too, of course... A side-goal to his inter-dimensional trip is to determine whether or not the war is really necessary, but the more he fraternizes, the more his judgement becomes clouded. Sure, Primals do just what it says on the tin, and Cole is probably right, but... Some of them are just so outright intriguing.

Currently, only Weissritter has seen him in combat, those he has come up against have all undergone reintegration. With him absent, The Mask Noirs abilities are largely speculation, ranging from "Laser Beam Eyes" to "Control of the Hamidon". The facts are far deeper than either. ((And for story reasons, not yet listed. I don't want to spoil anything until at least one person knows.))

Disposition

The Mask Noir is generally well mannered, and it is often said he is reminiscent of a 1940's Private Detective, or a modern Humphrey Bogart. Beneath this, he is a loyal Praetorian citizen full of opinions he is glad to give out free of charge.

On Primal views of Praetoria

When the subject of the war inevitably arises in conversation, he typically goes out of his way to change the subject. He won't readily admit his origin as it would risk his mission, but when cornered he does his best to convince others Praetoria is the victim. After all, The Primals attacked first.
