Character History
The Committee for Superhuman Talent
The Dominion of Canada had long searched for a signature hero to represent the government abroad. The United States had Statesman, Great Britain had Hero-1, and it had long been the goal of the Canadian goverment to have their own iconic figure.
After the first Rikti Invasion, the House of Commons acted on a long considered white paper that proposed the search and funding of a super powered being whom would act with official government sanction and additionally would be answerable to the Office of the Prime Minister.
Ultimately, the bill would be pasted as Ultra-Canadian Act and would empower the Parliament to form the Committee for Superhuman Investigation lead by the Prime Minister to search or develop a national Canadian hero. Though Canada had no shortage of metahumans and mystically powered beings, the Committee pondered long and hard to consider who was the right man for the job...
... until they discovered that the right man was actually a woman.
The Enigmatic Laurel Roux
The exact story as to how Laurel Roux became Canada's Primer Superheroine is classified. The Committee at the Prime Minister's direction had all information regarding her origins and backgrounds labeled as 'Beyond Top Secret' which infuriated some members of the House of Commons. The reasons for the Committee's secrecy is unknown, but it was unanimously agreed upon by all members at the time that it was for the best.
Next to nothing is known publicly about Roux. Not her age, her place of birth or the source of her powers. In fact, it isn't even certain that 'Laurel Roux' is her real name.
What isn't a mystery is that what Roux brought to her position: she was serious, intelligent and dynamic. She instilled confidence and inspired the best in those around her. And when she donned her uniform and performed several covert missions for evaluation, the Committee knew they had a winner.
In 2002, she was introduced to the public as Canada's official representative to the superhero community and the world-at-large...
... clad in the same colors as the national standard, the ULTRA-CANADIAN stood ready to defend Canada's people and interests.
