Personality
Sadomasochistic
Todeki is mean. He gets a power rush by the fear and pain he causes others. Since he can actually feel these emotions empathically, it's an even greater lure. However, because he can feel this himself, he has come to associate pleasure and satisfaction with pain and fear. This leads to the natural conclusion that Todeki likes pain, whether he's causing it or it's inflicted upon him. The fact that he LIKES being afraid leads to some... rather interesting reactions in the face of danger.
Charismatic
Partially due to natural charm and partially do his his ability to read emotions, Todeki has an effect on people. Usually he uses his charisma to inflict fearful respect from others, but he's also quite capable of charming his way through situations.
Background
Orphan
Todeki was born to the singer Cassandra Bassinger and the psychiatrist Ando Kurasawa. Aside from being local celebrities, his parents were also both superheroes, the Bay Singer and Doc Psyche respectively. Unfortunately, their gifts were unable to protect them from one of their foes, so they both fell to the villain.
Todeki moved to the mansion of his godfather at the age of two. Unknown to his parents, their long-time friend was actually involved in organized crime. Thus Todeki was raised pretty much as the son of a high-ranking member of the underworld.
Todeki was the rich kid who lived in the mansion on the hill. Having inherited his father's power of empathy from the get-go, one might think the child might grow as an understanding person. One would be wrong.
Schoolyard Bully
Todeki had often felt the sense of power his godfather got from the respect and fear others gave him. Todeki liked this feeling and sought it out for his own even at a young age. Thus he became something of a playground bully.
