Tomoya Dengo a former member of the Osaka Public Defense force, a special division of the Osaka Prefecture police specializing in organized crime. Tomoya is currently affiliated with the Templars of the Abbey and was previously the head of security at the New Porter Institute for Psychical Research.

History
Born in Hirakata City in Osaka Prefecture, Tomoya was the third of five children. Her older brothers, twins, were twelve years her senior, which meant that they pretty much raised her, and when they went to college some nine years later she took over watching over her younger siblings. This wasn't not an entirely bad thing as she did do the job well. Life was easy. She was eldest in the house and doing well in school. Her grades were above average and she had plans to go to the same college as her brothers.
It was in 1991 that tragedy struck however, the college her brothers were attending was burned down in a mysterious blaze, tragically 52 students were trapped in a sub-basement when the fire broke out, for some reason the fire safety doors were locked and as the fire was being put out, the excess water from the sprinkler system, busted pipes, and fire hoses continued to flow into the basement drowning them all. Something inside Tomoya snapped that day, she had been on a excursion to the country side with her class when she suddenly collapsed unconscious. She was out for many days, during which point doctors were amazed to see her grow at an incredible rate. From a height of four feet, she had grown to an astonishing six. She finally came to, exactly one week after the fire. When she awoke, her Mother was there weeping and wearing black. Her mother was relieved to see her awaken and rushed to hug her. Tomoya was confused by this however, as her mother seemed so small. It wasn't until her mother had explained what had happened to her brothers and that she had grown so fast that she started crying herself.
The doctors were floored when they discovered that Tomoya felt no physical pain at all from her dramatic change. Besides the fact she was now two feet taller then the rest of her class everything about her was normal. Tomoya knew better however, she had learned about her new control over fire and despised it. It was fire that had killed her brothers and she wanted nothing to do with it. Thus she tried to ignore that aspect of herself. She forced herself to continue on she joined the high school basketball team through pure peer pressure, but played horribly.
She ended up applying for and being accepted to Osaka University and majored in Human Sciences. With her degree she joined the Osaka Public Defense Force, with future plans on becoming a detective with the special victims unit, helping children. She was first assigned to street crime division, where she dealt with everyday low-lifes and street thugs. She had quickly attained a reputation for being hard on crime and harder on those who commit it.
While on a standard patrol one day she was ambushed by some well dressed Yakuza thugs. They shot her up pretty good, and sent her to the hospital, but not before she had lashed out and burned them all. No one came to see her at the hospital and it as soon as she had recovered, she discovered she had been transferred to Paragon City with orders to report to the Chief of Police in Kings Row.
