Vanguard
During the Rikti War, shortly after the initial Rikti attack, The United Nations Security Council, led by Great Britain and France, formed an emergency umbrella organization to help coordinate hero resources in the worldwide war against the invaders. Called the Vanguard, this group was comprised of some of the world's best and brightest heroes.
Dedicated to stop the Rikti by whatever means necessary, they gladly recruit metahumans without any kind of distinction, not caring about the past of any new recruits. In practice this means that the Vanguard accepts into its ranks heroes as well as villains. This open door policy is causing a lot of tension between the organization and Longbow, whose point of view about the matter is completely different. Despite the fact that both groups fight for the same side and want to see the Rikti defeated, some of the Longbow leaders, such as W. M. Dietrich are especially critical of Vanguard.
Fighting an alien race in an open war, distrusted by hero organizations and attacked by villain groups, the Vanguard faces an uncertain future ahead. Only time will tell if the Vanguard and its allies succeed in their goals.
Vanguard Reserve
Like the Army Reserve, Vanguard caters to heroes not willing or able to commit fully to service within the Vanguard Ranks. For one weekend out of every month, and two weeks out of every year, recruits are trained, educated, and equipped to combat the Rikti threat within the War Zone. From there, members are given the option of immersing in the Vanguard program completely, or continuing on their heroic careers.
Established by Lt. Commander Rebecca Black shortly after the conclusion of the Second Rikti War, the Vanguard Reserve was intended to provide a ready number of soldiers should another invasion occur. Maintaining a constant patrol within the Rikti War Zone and the Vanguard DPOs, Black and Vanguard Reserve hope to contain and eliminate threats before they come to Lady Grey's attention, thus saving Vanguard both time and manpower.
While officially sanctioned by Vanguard, and thus also the United Nations, most members of the Vanguard Reserve volunteer their services completely free of charge.
Paragon Police Department
The Paragon Police Department, or the “blue shield” as they are colloquially known, is a long established institution of Paragon City. Although its origins trace back to the turn of the century, it has gone through several evolutions as the needs of the city have changed.
Up until the end of the 20th century, the PPD felt confident in their ability to “serve and protect.” They did not see themselves as heroes, but men and women striving to do the right thing, and to give back to the city that they called home. They worked with numerous heroes to quell gang and super-powered criminal activity. But when the city was devastated by the Rikti War, the PPD struggled to keep functioning at even a basic level. In the post-war years the organization found itself habitually under-funded, short-staffed, and over-worked.
S.W.A.T and the Rikti Emergency Division
In response to the Rikti threat, Vanguard and the PPD struggled to find a cost-effective solution for keeping the city and its inhabitants safe. Proposed by Lt. Taylor McKean, the Rikti Emergency Division--or RED--was designed to handle Rikti threats to the civilian population outside of the walls of the War Zone.
Taking the best and brightest of the PPD SWAT, the RED utilize tactics borrowed from both Vanguard and other paramilitary organizations across the world. Comprised of 5-man teams, each unit is responsible for handling Rikti threats that are deemed "unsafe" for regular law enforcement.

Uniform
While there is no standard Vanguard uniform,aside from the armor worn by full-time members, the "unofficial" uniform of the Vanguard Reserve consists of a black vest and pants, with either the Vanguard emblem or the Vanguard Reserve emblem displayed across the chest.
