Victor became well known as a high powered attorney defending Super Heroes against no-merit lawsuits and as a defense attorney pro-bono. He has also infused a vast amount of his personal fortune investing in real estate in Paragon, as well as rebuilding and refreshing run down neighborhoods. After working with Gaia's Soldier to defend her on a series of Crey lawsuits, he formally approached her with the thought of bankrolling her forming and running a super team. His only request was that she continued field work.
With his funding and the supplying of a headquarters, Gaia's Soldier formed The New Regulators. Although he funds and supplies the team as needed, he has at no time attempted to influence or direct her running of the team. Gaia doesn't trust him entirely (To quote: "One, he's a lawyer. Two he's a rich white guy. Three, he has written me checks for millions without asking shit in return. Shit like that ain't normal. Motherf@@@@@s always want something in return.")
OOC Note:
Victor is a non-played character, that only shows up in team fiction (so far). He is an enigmatic filthy rich lawyer/realestate magnate that seems to have a white-knight complex when it comes to super heroes and a hate on for Crey. We haven't completely fleshed him out yet, and aren't sure if we will.
