A picture of elitism, Victor Van Braun is the answer to The Palladium Sentry's heroic resolve. At every single presented opportunity, Victor Van Braun unleashes hell on the ever vigilant heroes of Paragon City. It is not often, however, which he strikes. He lurks in the shadows of the Rogue Isles, stacking his decks and planning meticulously. His brutal machinations and his unparalleled guile make him a fiendish enemy to be set across from. His joys in life are human, and he is actually far less villainous by light of day than might be first seen. This only adds to the eminent threat which this one single man poses to the safety of the City of Heroes...
Van Braun's obsession for power is his driving force, he is motivated by the manipulation, expression, and acquisition of power. It completely and utterly fascinates him. Van Braun is not much of a fighter, however. He much prefers the mental challenge of coaxing the "strong" to his bidding. Often times, he will gloat on his victories for the sheer sake of relishing the example of power. Even the greatest of secrets is not unfamiliar to this single twisted mind...

Victor has, to date, amassed a small army of Ninja- a great passion of his remains in the orient where he worked for the German Military in the 30s and 40s. Van Braun has ties to the Nazi diplomats stationed in Nanking during WWII. When the Japanese invaded China Van Braun was horrified at the treatment of the Chinese people from their oriental brethren. He was even more shocked as the young wife he had taken, a woman by the name of Wei, was torn from their home and brutally killed. As Van Braun watched his wife fall into the pits of Chinese peasants' bodies, he had somehow managed to maintain his dignity. It was not until He and another Nazi diplomat by the name of |John Rabe wrote the motherland petitioning that Hitler step in to aid the Chinese- as their treatment in Nanking was truly terrible. The motherland would remain silent, however. Van Braun was drawn to the Krieg by its massive power and when he saw Hitler's idleness in the prevention of Nanking, he was infuriated and decided it was no longer appropriate for him to serve beneath any man. Van Braun withdrew from Nanking, taking with him a small force of soldiers...
The Chinese peasants were largely pacifists, explaining the Japanese soldiers nearly unresisted tirade through their lands. Van Braun was protected by the German flag which draped over the roof of his home, indicating him as untouchable. He sat by his window, scrawling in a diary of the horrors he saw in the streets of Nanking...
Victor Van Braun made no qualm of slaughtering Japanese Soldiers as brutally as they had slaughtered the people of Nanking. It wasn't long before he'd began rallying support. Chinese men and women who stayed beneath the German flag pinned to the roof of Van Braun's home were spared the violence.
They did not, however, spare it in return.
The small band of warriors became a sort of guerilla strike force. While they were not strong enough to take any sort of residence in Nanking, they had managed to isolate small bands of Japanese soldiers and mercilessly return the slaughter they had doled out. Van Braun's merciless retribution grew to become feared by the Japanese Soldiers- earning them the name of 'Kirau' or 'Hatred.' Fear would prove to be Van Braun's mightiest implementation of power. Van Braun's foot soldiers policed the outskirts of Nanking, and were eventually able to rally enough support to make some intrusions on the walls on Nanking, where they rescued those they could. The Japanese armies weren't so content in this. They soon began calling more troops to Nanking in order to fight Van Braun and the Kirau Clan, thus worsening the treatment of the Chinese. Van Braun resorted to to arcane. In a cavern high on a mountain, Van Braun first began his probe into the mystic depths which would eventually consume his mind. To this day, no record is logged of the magic he studied or whom he studied by, but in a short matter of weeks, Van Braun exerted such mastery over the dark arts that he was able to summon demons, which the Japanese recognized as Oni. Van Braun had power over them.
Van Braun, however, was slipping. It was not long before the dark arts consumed his mind. He no longer fought in order to protect Nanking, or to save the people inside. He only continued to think of the power of Hitler, and the axis. He longed to tutor Adolf Hitler in the ways of ruling- To place Hitler under his own thumb, so that this world could gain a proper order. The Kirau Clan now amassed in force, ranging from Japanese Ninja to Korean Kuk Sool warriors. He decided
