War Chariot

War Chariot is a mercenary/assassin who operates in the Rogue Isles. He is a weretiger from the jungles of South America. He is best known for his brutal and blatant assassinations.

Background
In a small, jungle filled South American country, the Governor Julio Diaz clashed with rebel forces. These rebel forces are remnants of the Communist Party of the country, which had long since fled to the mountains. Still believing that the peasant revolution was imminent, they lie waiting, engaging in sabotage missions and guerrilla warfare.
Joining the Rebels
One day, a massive 7 foot half-man/half-tiger came to their camp. He wasn't wearing anything, but a ragged pair of pants. Everyone pointed their guns towards him and he surrendered. When they asked who was he and why did he come to their camp, he replied calmly "My name is Dominic and I want to join you."
They asked him how he found their camp. Dominic simply laughed and said that his family knew about their camp over 12 years ago. He replied that the didn't have to worry. If his family, which he claims are all weretigers, wanted to hand them over, they would have done it 12 years ago. Dominic said that he had been watching them from afar and saw that they were fighting a "noble" cause. He wanted to help them.
Initially apprehensive, but the rebels decided to accept his offer. Since it was apparent that he had a better knowledge of the land than they did and not to mention he could be a formidable soldier. When they asked him if he knows how to use a gun, he replied "No. That is why I am here. Train me. Teach me your ways."
Dominic proved to be a fast learner and an even deadlier soldier. With his enhanced physique, he was able to overpower anyone in the camp. With his enhanced senses, he was an expert marksman. But he was far from a dumb soldier. His cat-like eyes had a glimmer of intelligence. During sparring, he could easily read the moves of his opponent and counter them. His reflexes were lightning sharp.
The glimmer of intelligence manifested in other ways. They indoctrinated Dominic with the many ideologies and philosophies of Communism. They forced him to read the works of Karl Marx, Lenin, Mao Tse Tung and others. They initially thought the dumb brute wouldn't be able to understand their teachings, but he proved to be nothing of a dumb brute. He was able to learn their teachings and discussed many contemporary issues with his superiors. They were surprised to find on how much he knew of the world, being that he lived in the jungle all his life. Dominic replied that they keep tabs on the humans, what is happening with them just so that they know how to avoid them.
Many times, his comrades in the camp asked what was he and where did he come from. He replied bluntly that he was a weretiger. If his story is to be believed, his ancestors came from Thailand, where they angered ancient spirits, cursing them to become weretigers. He said that his family, which is a big clan of weretigers, lives deep in the jungles. They just choose not to involve themselves with human affairs. He doesn't classify himself as a human.
In battle, Dominic was skilled with many types of weapons, including his own claws. He was a crack shot with a rifle, his grenades flew great distances and if they enemy got close enough (or he did) his claws would be a quick way to rip them to shreds. The imposing 7 foot man tiger became something of an urban legend in the ranks of the military. Many of them whispered of this demon tiger aiding the rebels, earning him his first alias "El Tigre del Demonio." Many soldiers refused to believe such a fantastical tale and dismissed it as the rebels playing tricks to scare them. Truth is, many of them wished to death that these rumors weren't true.
The rebels started growing braver with each victory Dominic brought them. They decided to step up their attacks and increase the pressure on the government. What they didn't know is that Dominic had bigger schemes in mind. He cared nothing for their ideologies. He just wanted to be taught how to kill. He was just biding his time and finding the right moment to strike.
Assassinations
These rumors would soon become a nightmare come to life when Dominic did his first assassination mission. The rebels had a carefully laid out plan on how to assassinate their target involving sniping him while he was in his apartment. But this didn't suit him or his plans. When he saw the target getting out of his car and walking to his home, he saw this as the time to strike. He charged directly at him with his claw drawn. He made a ruckus, making sure he could be heard. When the target and his body guards saw him, the target immediately crumbled in fear and wet his pants. His bodyguards tried to shoot him, but Dominic dodged their bullets easily. He quickly swiped his claws at the bodyguards when he past them, never stopping. When he reached his target, the look of fear on his face filled Dominic with sadistic glee. Ripping out his throat, he killed him instantly. He didn't even stop running when he killed the target. He ran to him, killed him and ran away to safety. After the remaining body guards realized the target was killed, he was long gone already.
This became his trademark. Upon sighting his target, he would run DIRECTLY at them with his claws drawn. Bodyguards and metahuman mercenaries tried to stop him, but whether it was bullets, balls of fire or flying cars and rocks, Dominic could easily dodge them. He only slashed the people that were in his way, he didn't bother with the others. He would kill his target, not stopping and keep running. There would be a clean line of carnage where Dominic ran, killed anyone in his way, killed the target, and escaped. This grisly display earned him his second alias "War Chariot." He was like a chariot with blades in the wheels, cutting down anything in his way.
This urban legend of the Demon Tiger became a nightmarish reality. There were eye witness accounts and video footage of his attacks. Anyone knew that the moment they saw a human tiger rushing towards them would mean their death. No amount of hired guns, metahuman or not, could stop him. This is why he was also called the brutal bullet, for his linearity.
Initially, his superiors were horrified of his brazen attack. When they reprimanded him and asked why did he do such a dangerous thing, Dominic reasoned that it was a way to make their presence known. Since the rebels had been fighting for years already, many people had already forgotten about them and their ideals, further being hypnotized by Capitalism. By showing this blatant attacks, they would make their presence known throughout the country. Make the country remember them. Eventually his superiors receded. Some of them even praised his bravery and his dedication to their cause. However, the true reason Dominic chose to do this was to make sure his face and his abilities are known.
Betrayal
After the Rikti invaded, the rebels stayed close to their camp for a while. Despite being rebels, they were still human. They weren't cold blooded opportunists that would take advantage of the wound that the country is still healing from to cause a new one. So they decided to stock up on supplies first.
However, something was stirring with Dominic. He could feel the times changing. And the moment where he would strike would be near. He soon heard of the Rogue Isles being established under the rule of Lord Recluse. He heard of the many lucrative opportunities waiting at the Rogue Isles, especially for someone of his talents. He knew his time had come.
Sneaking in Diaz's mansion, he came face to face with the corrupt governor. After he was done wetting his pants and praying to God, Dominic said that he came to make a deal with Diaz. In exchange for information where the rebel base is, remote bases are, and all the conspirators helping the rebels, he wanted several million dollars wired to an anonymous Swiss bank account, a passport and a private jet to the Rogue Isles. Diaz, the blubbering tub of lard, agreed.
By the time the military attacked, started slaughtering the rebels and hunting them down like dogs, Dominic was 5000 feet in the air, wearing a custom made Armani suit, drinking bottles of champagne and eating shrimp cocktails. He had already contacted someone in the Rogue Isles and a broker was waiting for him on the other side.
Arrest and Escape
Dominic's infamy got him a foothold in the Rogue Isles. It would also become the source of his downfall. He didn't realize that he was on Longbow's wanted list. Intel came of his flight and they mobilized. Forcing the private jet to land, Longbow came with power neutralizers and arrested Dominic for 29 charges of manslaughter. Snarling with rage Dominic came quietly. With a speedy trial, Dominic was sent to life without parole in the prison Zig.
And so there he rotted with his fellow criminals. Not to one to stay idle, he learned whatever he could about the world through his inmates. He learned of Paragon City, the heroes and villains, of Arachnos. The world had changed much. It was time for him to bide his time once again. He wouldn't have to wait long though.
3 months later, an Arachnos raid on Zig took place. Hearing the explosions happening outside, Dominic knew his time had come. Hopping on board the Arachnos flyer, he took off on his way to the Rogue Isles where he would finally meet up with his would-have-been broker, Burke.
Powers and Abilities
As a weretiger, War Chariot has enhanced abilities. These abilities have been further honed by years of training and fighting. He has enhanced strength and speed. His endurance is beyond human means. His tight tiger muscles make him more resistant to damage. He is incredibly agile as well. He can easily leap from one building to another.
What makes War Chariot truly a threat is his superhuman senses and reflexes. He can easily dodge bullets with minimal effort. He can easily read an opponents movements and counter them. When is adrenaline and killing intent is at its highest, the world slows down for him. Everyone moves at a snail's pace when his senses are at their sharpest. This doesn't happen too often, but he becomes a deadly killing machine when it does.
War Chariot is skilled with several types of weapons. AK-47s, pistols, grenades, he is proficient with all of these weapons. He is also good at making home made bombs and other things he learned while reading the Anarchist's cook book.
However, War Chariot's preferred weapons are his claws. He savors the sensations whenever he plunges them deep into someone's chest or swipe a chunk out of their bellies. He actually likes getting shot at. Because when he shows that their guns are useless to him, they become terrified and start begging for mercy through their eyes. He prefers his claws because with them, he needs minimal effort to take down unworthy gnats and swat them like the bugs they are. He doesn't even need to stop. Just run past them and swipe them. That usually leaves a mortal wound.

Weakness
As fearsome an opponent War Chariot would be, he actually falls short as a metahuman. True that his abilities surpass peak human, but not by much. He can't lift a car or outrun a train. He can dodge a missile, but he can't take it full force and shrug off the damage. The best way to describe him would be that he is on par with the strongest Spartan or KGB Operative. Fearsome, but still human. In a sense that is.
Despite his sadism and love of killing, he actually has to keep a level head during battle. He senses and reflexes must always be sharp. He makes dodging bullets look easy, but he is always driving his body to its limit. The moment he slacks off, he risks leaving an opening that could be the end of him. He may be tough, but as mentioned above, weapons can still kill him. He avoids getting hit because he can't afford to get hit too often.
If someone is able to break his guard or focus, that would leave him completely vulnerable. It will be a while to get refocused and thats precious time he may not have in the battlefield.
Personality
Dominic, despite being a towering weretiger, is actually quite civil when not on the battlefield. Years of indoctrination into Communist ideologies has made him quite educated. He talks in an almost gentlemanly, polite fashion.
All this just a facade to hide the bloodthirsty killer underneath. If he expresses interest in someone, he is basically measuring that person up. He is determining whether this person is worth knowing and becoming an ally or just another corpse he is going to run through. In battle, he is incredibly sadistic, making full use of his claws to deal as much pain as possible.
Though he is used to living off the land, Dominic finds that he has a taste for the finer things in life. So the only thing he likes as much as striking fear into people and eventually killing them, are fast cars, fancy suits, expensive wines and luxurious food.
Its evident that Dominic has no sense of loyalty. He didn't think twice about betraying his comrades. He was only using them as a way of making his name known. His only loyalty is to himself. To Dominic, there are only two types of people, people who will be useful to him as allies and people who will be useful to him as corpses.
Inspirations
One of my main inspirations for War Chariot is the wrestler Dave Batista Initially seen as the brainless big guy of Evolution, his character was quickly developed. Eventually, he became a contender for Triple H for the World Heavyweight Championship. When he won the championship at Wrestlemania 21, in his appearance for next week's show, he was wearing a full suit. From a stable dwelling, big brawler heel, he suddenly became a slick and suave face.
Another inspiration was Ratigan from The Great Mouse Detective. As the antagonist of the series, he was cunning and deceitful, able to match wits with Basil as his archnemesis. But for all his class and sophistication, he hides his inner raging beast. Towards the end, he reveals his psychotic killing side.
