History

(Author's Note: Yes I did not mention the boy's name anywhere. This gives the character the ability to remain nameless. But yes, he does know his own name.)

Who are You?

The dark sky of Astoria was covered by a deep fog suddenly. The sounds of gun fire, screams, moans, and explosions were all that could be heard from the hospital. There stood a sturdy looking man in all black, staring at the doctors and nurses. On his head was a impervium shiny helmet hiding his eyes from them. All the doctors and nurses moved to the back of the room in fear of him. The moaning and smashing behind the man echoed into the room. The man turned around and started tossing grenades into the elevator. He jumped away from the elevator taking cover behind an operating bed and one after the other, "BOOM", went the grenades. The man looked over to his left and saw a young boy, possibly 4 years of age.

The man looked back over the bed and then he saw what was coming at them. He leaped back over the bed and began to shred his foes into pieces. The town's national emergency sirens went off suddenly. The man in black turned around to see a few lurking their way to the boy and slashed them all before the boy was hurt. Picking up the boy as he screamed for his mother and father at the back of the room being torn a part, he tossed the boy into the air duct and followed behind him up. He pushed the boy along the vents and suddenly he appeared on the rooftop of the hospital. Above them was a Arachnos Flier. He tossed the boy in and they were off. The boy and the man could see the platoons of Longbow and army of walking dead in the streets. It seemed almost endless amount of undead walking around. The man looked at the boy and pat him on the head.

The boy had eventually fell asleep in the long travel across Paragon City and back into the Rogue Isles. The man hopped off the flier carrying the boy and walked down the main street of Grandville. The man's outfit glimmered from black to silver white and while walking down the road, there were others that looked like him, but seemed to praise and salute him. The boy looked behind him to see a giant looking spider in a human form. His helmet not like the others and the others seemed to bow as they walked by. The man and the spider man began to converse with each other as they finally made it to the last tower at the end. The man gave a slight bow to the spider man while still carrying the boy. The spider man walked away and the man's uniform glimmered back to black.

The boy finally urged himself to speak and ask the man, "Who are you?" The man's focus turned to the boy and spoke with a muffled voice from the helmet, "I have no name," then turning back to the door and entering a door. The doorway revealed a room. It was small, but it had a purpose. It was the man's room. A bunk, desk, a fridge for food, and a small kitchen. The man put the boy down on the bunk and walked over to his desk. He took of his helmet to reveal a scared face with no hair. The boy then urged another question, "You must answer to some name right?" The man turned to the boy and nodded with a smile on his face, something that the boy hasn't seen in many hours now, "Yes, I am an Arbiter. They call me Arbiter Fallen."

Training to become the Future

Arbiter Fallen was his name. The Arbiter later explained to the boy that he was talking to Lord Recluse and he had explained to his Lord that he was taking the boy to have his memories erased. He also explained that everyone involved and survived the Astoria event was to have their minds erased. He wasn't' sure why, but it was necessary.

Arbiter Fallen decided not to erase the boy's memory and kept it a secret. Even having the boy in his room was a secret. The Arbiter let the boy gaze at his papers on his desk without care and soon the boy had become like a son to him. The boy referred to Arbiter Fallen as Alex, as the Arbiter told him his little secret.

Arbiter Fallen was in a secret organization within the Arachnos that had no name. With that, it was required that the members of this organization no longer have a name. So, Alex, the leader of this organization became known as Arbiter Fallen.

Alex, Arbiter Fallen, began to teach the boy all he knew about fighting in hand-to-hand combat. Discovering that the boy was very exceptional to learning difficult techniques, he was soon moving to learning how to stealth and kill like an assassin. When the boy became 15, Alex decided to take him in to the registry for Arachnos and sign him in for the soldier program. The boy was well trained in combat and quickly went through training without any problems. Being exceptional in hand-to-hand combat, at 16 he was placed into the Night Widow program.

It was on the boy's 18th birthday and a small task force was formed to infiltrate a Family hideout that had secret documents about Arachnos that was leaked out. Among these Arachnos soldiers was John Starkweather, a few no-names and the boy. Given that Arbiter Fallen was heading the operation, the threat of this mission failing was very low. It was the boy's first real mission after 2 years training and being accompanied by powerful soldiers of Arachnos he felt safe. The Arbiter would sneak the Night Widows through the hideout and had the rest of the soldiers wait outside in case things got out of control. The claiming of the documents went very well, but then a hero, Blue Steel, a member of the Regulators broke into the hideout and started tearing through the family. In the commotion, Arbiter Fallen and Blue Steel began to battle. The Night Widows attempted to help the Arbiter, but Blue Steel had back-up from the PCPD and the battlefield was created.

Making an escape with the documents, they made it back to Grandville to report back in. The team was dispersed quickly and the boy went to visit Alex. When he had arrived, outside the room in the platform, Lord Recluse had Arbiter Fallen by the throat. Reluctant to his training and oath to remain loyal to Lord Recluse, he was loyal to Alex. Jumping in to save his 'father' it was too late, he was already dead. The boy engaged into battle with Recluse anyways, moving around quickly dodging and striking at Recluse in a series of combos.

Lord Recluse was amused by the sure will to be killed by the boy and enjoyed the fight. With a swift right swing of his fist, the boy went flying backwards and hitting the ground. Lord Recluse approached the boy and chuckled, "You are very skilled boy. Maybe I have use for you after all. You will accept or die." The boy knew he could not die, not while Recluse was alive, and not until he had killed him to avenge his 'father'. "What... what do you want of me Lord Recluse?" asked the boy. Lord Recluse laughed down at the boy and answered, "You will become the new Arbiter Fallen. Take up his uniform and lead the organization. I know you know about it, because the now dead Fallen was indeed a spy. He doesn't hide nothing from me. He trained you well, but you do not have his abilities. So I will fix that."

Lord Recluse ripped off the boy's arms and had him sent to the lab. There his arms were replaced with cybernetic parts. He was injected with nano machines that regenerate all his body parts, so his cybernetic arms soon were healed over. The suit he was equipped with had a cloaking device installed. After two days of resting, the boy woke up and found himself a new person. Losing his old identity, he became Arbiter Fallen.

Learning his True Role

Assuming the role as Arbiter Fallen was more work for him than he thought. Lucky for him, he had already learned of all the members of the organization from reading Alex's paperwork. It was a huge leak keeping that information around, so Lord Recluse burned them all. This ultimately killed everyone's true identity. Their birth records, their true names, and their entire existence. The Arbiter knew it all, except one detail. Lord Recluse took him to a place deep under Grandville. He called it, the Moan of Death. Arbiter Fallen's true purpose was here. He was to be the Watcher of the Dead. As the dead would never stay 'dead'. In cosmic events, the dead would sometimes rise from their graves and walk again. As known of his hometown being overran by 'ghosts'. The reason why Alex was there that day many years ago, was because he had discovered the cosmic event and was ordered to investigate.

Not only was he a Spy, he was an assassin and this Watcher. Being a leader of this organization, he slowly was able to fool them into thinking he was the real Arbiter Fallen. Working close with Lord Recluse, he began to learn of many secret plans.

He was 19 when he was at the induct of John Starkweather into the rank of Arbiter. Being one of Arbiter Fallen's best assassins, it was only clear that John be promoted. With Arbiter Death now at his equal, he was to find himself a new top assassin. Organizing targets for assassination, sending out soldiers to spy on others and watching of the fallen, Arbiter Fallen seemed to be a busy job. It was amazing how Alex had performed these tasks and still managed to train him. It was almost as if Alex knew that he would die and the boy would take his place. But how?

The End of Arbiter Fallen?

Age 21, in a top 5 meeting where Lord Recluse had called a meeting with him, Ghost Widow, Mako, Scorpion and Scirocco, Arbiter Fallen was called in to receive orders for his organization he managed. The orders were delieved to the Arbiter and he over looked the target.

There on the paper the Arbiter could read, Marcus Cole, A.K.A. Statesman. Looking up at Lord Recluse he looked around the room. They were staring at him with a sharp narrow focus. "You will do this Arbiter Fallen. I know you won't fail me," Lord Recluse exclaimed with a wide grin. Arbiter Fallen took the documents and went back to his quarters. He studied the time, the place and the target's past thoroughly. After that he made his way to under Grandville to check up on the Fallen program. While there alone, he saw an image of a scared man he knew once. It was Alex's image hanging in the doorway looking at him. "Boy, do you know what you're doing?" the image asked. The Arbiter walked over to the image of Alex and examined him. It was him exactly as he was the day he died. "Alex.. what's going on here?" he asked Alex. "Your life is what is going on here. Tomorrow night, you will either be dead or alive," Alex replied. "What do you mean dead? How do you know this!?" blurted the Arbiter. "You will be in combat with Marcus Cole, known as the Statesman. Lord Recluse will equipped you with the weapon to kill him with. In combat, you will defeat him, but Lord Recluse won't let you live with the world knowing that. He has tried so hard to get Statesman dead, and when you do it, it will show him as weak," Alex's voice announced, "You will have to decide. Kill Statesman and be killed, or lose to Statesman on purpose, and live your life the way you want." Then Alex's image faded and he was all alone again.

Pondering if what he saw was real or not, he realized that he was in a place he was in charge of 'Watching of the Fallen', the Fallen Program organized to monitor undead and ghost activity. He then understood what was going to happen. He didn't sleep much that night, knowing that his life was on the ropes. He received the weapon from Lord Recluse and was off to his mission.

Stealthily he made his way in direct path of Statesman. The Arbiter had been training for large crowds for a few years now and Statesman was surrounded by many Heroes and Heroines. Arbiter Fallen leaped through the air at Statesman aiming the weapon to kill him out and he was instantly teleported beside Statesman and acted like he missed. Statesman and the Arbiter began to brawl for a moment as the crowd watched in amazement at their battle. Statesman made one good connection on Arbiter Fallen and he went flying. He looked up at Statesman coming at him, but decided not to get up, dropping the weapon that killed him down a drain pipe. Statesman came up to the Arbiter and picked him up in one hand. "I guess you just got fired from your job spider," said Statesman in some awkward humor he had.

The PCPD arrived shortly and placed Arbiter Fallen in cuffs and they took him to the department. There they put him in a maximum prison cell and shortly was questioned. Not giving up any answers, he was sent to the Zig.

The Zig Escape

The PCPD attempted to take off his Arachnos helmet, but Fallen never allowed them. With his cybernetic arms, he wasn't held in cuffs for very long and soon was out of the refitting room, where they put on orange jump suits, so Fallen did not wear one. Though the PCPD always attempted to catch the Arbiter off guard and contain him, he usually was able to escape. It took another super-powered to hold down the Arbiter, but even then, he took the super-powered down and was soon facing the entire armed service of the Zig. With a semi-sadistic laugh he went untouched to a maximum confined cell where he would remain for a year. This was when a face he knew showed up, John Starkweather, also known as Arbiter Death. Arbiter Fallen had remained to himself inside the Zig. Though many of the criminals there would love to test their skills in combat against an Arbiter, Fallen wasn't one they could touch. He seemed to escape many incidents involving others in the Zig and always managed to return to his Cell unharmed day in and out. When John appeared, Arbiter Fallen was no longer the target of attention. John never seized to inspire a fight with the local prisoners.

Arbiter Fallen didn't make any contact with John during his stay there, because he wasn't sure where he stood towards him, or if Lord Recluse labeled him a traitor or not. With that unknown, he remained hidden to John.

That didn't last long though. A few months inside the Zig and a sudden massive jail break happened. Arbiters of the Arachnos appeared and began freeing the prisoners with exceptional skills and powers. In truth, they were looking for Arbiter Fallen. He had information on the Arachnos that anyone would wish to learn, and if fell into the hands of a hero or even anyone who could pose a threat to Lord Recluse, it would meet his end. With that, in the massive confusion of inmates escaping, Arbiter Fallen recognized John not heading for the Fliers, but to downtown Brickstown. The Arbiter followed his old companion out, hoping not to be seen and when finally out, he went his own way.

It was his first time back in Paragon City other than his mission to kill Statesman that he wasn't under orders or control of Lord Recluse. He was free as it seemed. Knowing that he would not be able to live peacefully again being known as an Arbiter, he went into hiding. He found an abandoned apartment complex in Skyway City and stayed there unnoticed. A few raids on the complex occurred for drugs, but every time, the Arbiter had escaped unseen.

Arbiter Fallen

One evening while sleeping inside the abandoned apartment complex, the Arbiter was woken by the sound of footsteps. He jolted from his cot and went into the shadows and vanished from sight. Around the corner there was a dim glow and it was revealed as it came into sight. There he stood, after being dead nearly 4 years now, was Alex. He looked in Arbiter Fallen's direction and smirked, "You can't hide from me boy." Arbiter Fallen unstealthed from the shadows and walked up to confront Alex, "I always trusted you Alex, but you... you're the reason I am in this situation now!"

Alex's image reached out and as if he could, placed his hand where it seemed it was on Arbiter's shoulder, "You did it to live. Had Marcus had died, you would not be able to do what you were destined for." Arbiter Fallen jerked himself away from Alex and walked to the boarded up window to look out at the troll filled streets. "Alex, why do you come to me? You died almost 4 years ago now.. and ever since then.. I have been tormented by you," he muttered. Alex's image replied, "It is because you are me. And as long as you are me, I will be there to guide your path."

The Arbiter spoke softely, "What must I do then now.." turning around to not find Alex there. Instead there was a bright blur of a fist coming at him. Quickly he dodged and grabbed the arm of his attacker. Gripping it tight with his metallic arm, he looked at the person with a keen scan. There she was, a heroine aimed at him for no reason, "Who you talkin' to!?" The Arbiter flung the heroine across the room against the wall seeing the pain in her face, but she quickly recovered with a kick to his ribs on the side he was holding. Unable to block, he took the hit and released her stumbling sideways away from her. "So, who are you buddy? Huh? Don't you know drugs are bad!?" She would exclaim with no hesitation to an answer, she charged at him again. She could hear her target's dark chuckle as he vanishes. She stopped her charge and looked around. A clean surprised hit came to her face as she went flying to the ground and the Arbiter appeared above her clinging to the ceiling. Pushing off the roof, he dove down at her connecting her in the stomach with his knee. The old building gave way beneath them, causing them to fall another floor down and he landed on her.

The Arbiter looked down into the girl's eyes and he could see her dead stare. She was no longer alive. Without caring, he reached into her outfit and pulled out her identification, "White Ear? What kind'a super hero name is that? Security Level twenty two? Are you kidding me? Oh well.." He took her I.D. and began to shop it up. He added his image and input his name. He heard a rumor about Arbiter Death forming an army in Paragon City, and he began to spy up on his old friend.

Learning of their events, he suddenly knew why Alex had came to him. Every time he appeared, the Arbiter was involved in a life changing incident. Instead of avoiding his old friend, it was time for him to get back into the game. He had made contact with Arbiter Death in a hidden area of Pocket D. With no evidence that John was ill towards him, he joined his group, Villains of Paragon City.

Plot Updates

One of the Team

Fallen joined John's team willingly and from the start of his enrollment into his ranks, he began his investigation to find the dagger he lost. He used John's technology, power and wealth to his advantage in attempt to get the dagger and one day take Recluse down. Fallen was sitting around the lab inside the base working on a tracking device to target the energy the dagger emits when the familiar face appeared. Alex had appeared again and this time not just in Fallen's presence. John walked up on the two talking about a different path. Alex rambled on about a prophecy that Fallen was destined for. John seemed confused to see an Arbiter Fallen he once knew and the new Arbiter Fallen in the same place.

Unable to keep his identity hidden much longer, Fallen explained to John his true self and why he saw Alex. John having worked with Alex in the past was one of three people who knew the true identity of Arbiter Fallen. When John realized that the Fallen he has in his army isn't the old, he became suspicious. Fallen knew he couldn't keep John in on his projects so he kept them quiet and secret.

Fallen befriended a servant to work with him. Under the knowledge that the dagger was too powerful and it killed all beings instantly, Fallen and Mr. Armegeddon began their work to find the dagger.

Under the Scope

With John being suspicious about Fallen's involvement in his army, he decided it was time to search his room. John found old document orders from Lord Recluse to Arbiter Fallen to assassinate Statesman. Listed in the details about the weapon involved. John immediately confronted Fallen on the matter and questioned his loyalty to the VoPC. Fallen immediately jumped into the sewers with Mr. Armegeddon. They ran for a while, but they were out numbered by the VoPC's army. Deep in the sewers below Atlas Park, the two were caught by an army of VoPC agents under John's lead. When confronted, Fallen had no choice, but to discuss his reasoning.

After explaining what he was doing, and what the dagger was, John eased his suspicious mind about Fallen still working for Lord Recluse. Fallen came back to VoPC and John offered him a place as his Training Instructor for his recruits. Fallen accepted the offer, and working together with John to find the dagger was now in progress.

Unexpected Pasts

While out roaming the streets as he normally would do stealthily at all times, Fallen heard over the radio from John that there was an attack in the Base. Fallen made his way to the base immediately. When he arrived, John's old companion from his days in Arachnos, another Arbiter, was causing havoc. Fallen and John fought her for a moment, but when it was all over the Arbiter was a robot clone, and in the attempt to blow up the base Fallen captured the self-destructing body of the robot clone and teleported across the map to the Atlantic Ocean. As he arrived he shifted himself into another dimension. While doing so the body exploded and the explosion blast sent Fallen back in time.

Fallen found himself in Astoria nearly 18 years before to see a young John Starkweather before he was taken by Arachnos. Another companion, Frank Harris or Trooper Harris he is known in VoPC, used his contacts in Ouroboros to travel back to meet Fallen. The two traveled Ouroboros and from there, Fallen began making work to return. Harris returned to the present, while Fallen had to run errands before he could do so.

It had seemed the Mendors, protectors of time travel did not like how Fallen was able to travel in time through an uncontrolled stream. While working, six months had passed by. The Mendors granted Fallen's return after his hard work repairing the time stream.

When he returned, VoPC's leader John was over joyed to have him back again. John made Fallen and Frank both leaders in his army and gave them more control.

Favors

The base had taken a heavy explosion months after Fallen had returned from the past. Most of the soldiers inside had evacuated properly, but John mentioned his son, Matthew, was still missing. Weeks later, Matthew Starkweather had returned, but he was in horrible shape. He was mangled in ways Fallen had only seen in the dead. Having survived, Matthew had gone crazy. Matthew escaped after a brutal fight and was helped by a rebel group led by Raina and MindStryker. John came to Fallen and asked if there were ways to return Matthew to his previous self. Fallen thought for a moment before explaining that there was no way to get the old Matt back without going back in time and getting that Matt. John excitedly desired for it to happen. Fallen then offered his services and would go back in time to save Matthew.

Fallen had assembled a nuclear bomb and a switch that John would activate to explode it on Fallen's queue. When the bomb exploded, Fallen was sent back in time. Instantly he had grabbed Matthew right before the explosion, pulled him through and when the bomb in the base exploded, Matthew and Fallen returned through time together. John was over joyed, and Matthew was returned to normal.


Back to Rogue Isles

John insisted that his corporation was growing extremely well that they should expand his influence back to the Rogue Isles. Since Fallen still was not ready to return, he kept most of his time back in Paragon City in search for the Dagger. John would often call for his aid in defeating and fighting off the enemies in the Rogue Isles and the major threat of Red Kommodo, Raina Sylver, and MindStryker of the Safe Havens. John's son, Matthew, had returned to normal, but his past and present self had managed to mingle and mutate in the same space. Matt had sided with the Safe Havens, but he still had his father's love and allowed John to corrupt him into luring Raina to the Pocket D for a trap. Raina and MindStryker followed up the lure and at the end, MindStryker ended up wiping Matthew's mind.

Fallen helped John grab Matt's dead worthless body and mind to the Rogue Isle's Head Quarters. While there, Fallen heard news from informants that the dagger was floating around from criminal boss to criminal boss. After John was done with Fallen's help, he went on to investigate the information himself.

Upon doing so, he managed to locate the whereabouts of the dagger was traced back to Paragon City and The Family's hands.

Unlikely Allies

The power and strength of the dagger was too complex for Fallen to have known how to destroy the dagger himself. There was a very powerful dark magical user known as Grimualkin who was a member of the rebel group who formed inside the Safe Havens. While John was busy in the Rogue Isles, Fallen attempted to make contact with Grim, and a major battle unfolded when Raina and MindStryker formed a large defense team for Grim's safety and an eight on one took place. Knowing he would not survive if he continued on, he left his message with the team, and escaped.

Later on, Fallen and Grimualkin discussed possibilities of how to destroy the dagger. When news of the dagger's change of hands, Fallen and his new allies moved on each change in order to collect the dagger. The efforts each time almost came up for nothing, but finally the dagger was close. However, turmoil in the Safe Havens caused Grimualkin to leave and Fallen was unable to find a way to destroy the dagger. Having no way of being sure the others could resist the blood lust effects, Fallen pursued the dagger for a over a year, until an unlikely new allied appeared. He wielded a mighty weapon, and when the dagger was in their grasps, Fallen witnessed this person shatter the dagger into pieces. Knowing that the hilt possessed the same effects of blood lust aura, Fallen took it and hid it away. Fallen gave the ten shards of the dagger to each ally, and they in turned, hid away them as well.

Return to Glory

When Fallen had returned to Paragon City, he heard the news that John Starkweather was captured and imprisoned. Fallen's resources in the HQ of the organization was revoked when the newest of leaders had taken over, removing Fallen from the manifest list and not allowing his entry. Fallen then went into hiding and watched from a distance as the old VoPC had fallen into nothing. The unlikely allies of the Safe Havens had went into more turmoil as two groups split and went their own ways, leaving behind only an empty lot that was their home.

It was almost two years to the day, and John Starkweather was released. Fallen stayed back and did not pursue rejoining the army too quickly, as the damaged HQ and current leader might have caused some trouble. The transition of power went all too smoothly, and with no effort, John Starkweather's greatest of allies, Fallen had approached him, and rejoined.
