Rick Rufino was a Criminal in Paragon City that like The Devil's Ice Box was captured and subjected to torturous experiments by Crey Industries. Eventually the vast array of experiments had driven him mad and had brought out dormant psychic abilities. Rick had become a unreliable factor for Crey and was about to be eliminated to prevent any foreseeable cataclysm. Luckily, R.A.I.D. operatives invaded the laboratory and extracted him before he was killed.

Dr. White Out took Rick under his wing and nursed him back to health. Unfortunately, the damage he suffered at the hands of Crey cost Rick his right arm. Seeking revenge and now possessing his newfound powers Rick asked the Doctor to subject him to more scientific testing to give him more power. Eventually he was given the abilities to control tempurature of any object negatively with his mind. Like the opposite of Pyrokinesis. He then donned the name Brain-Freeze and set out to get revenge on Crey Industries.
