This "supergroup" was originally created by Shinsektor as a way to save on taxes. Its membership is highly limited (partly due to the singular name), mostly consisting of non-existant or inactive heroes. There is also a very, very small contingent of actual active members.

Many of its fake or retired members have been listed as "possibly deceased" to avoid attracting the attention of those who might actually check up on its membership list.
