Shion Phoebe 2.0
From Unofficial Handbook of the Virtue Universe
Shion Phoebe 2.0 is a character created by GenericVillain of the CoH boards. She was originally made for the sole purpose of being my anti-runner build for PvP and ended up becoming an Archvillain of Sister Pandora's. Her basic concept is that she is a clone of the original Shion Phoebe. She has far less power than the original, but makes up for the lack of power with extreme precision, a computer like mind, and some customized gear that helps augment and focus her abilities.

Personality
Shion was engineered by Crey to be a perfect assassin. She's completely loyal to Crey. So loyal, in fact, that if she was ordered to kill herself, she'd do it without hesitation. She is on call so when she isn't doing a job for Crey, she pursues her own mercenary career.
Her personality is seemingly devoid of emotion. She doesn't get frustrated, mad, upset, happy, or depressed. She is however, extremely polite. She can also be extremely blunt and offensive unintentionally due to her having rather poor social awareness. The only hint of emotion that she shows is that she appears to be very proud of her superiority, especially over the original version of her. She also has a tendency to taunt her opponent in order to get them to make a mistake in a moment of emotional weakness.
She has no sense of right and wrong. She does however keep her word. Even if she took a contract for a certain amount of money and was offered double to break that contract, she wouldn't. Only two things can make Shion break her word. An inability on her part to carry out her end of the bargin (and she wouldn't give her word knowing this was the case), or Crey ordering her to do so. On the other hand, Shion is very careful about giving out her word.
As part of her assassin training, she is always aware of her surroundings and never relaxes. She's always calculating even when she appears to be relaxing. How to attack, how to defend, what the people around her are capable of, etc. It's not uncommon to see her 'randomly' take a couple of steps back when interacting with someone. It's not because she's restless or got scared but usually because she calculated that she needs at least that much space to be able to react in case of an attack.
The biggest key to Shion's personality is that everything she says and does is designed to give her an advantage, whether it be for a fight, a potential fight, or even just information gathering.
Powers (Cold Control)
Shion only has one ability, and that's the ability to make things really cold. Due to her extreme precision and ability, however, she can do many things with this. Used in combination with her customized Crey Power Suit, ordinary elements become dangerous weapons in her hands.
Ice Blasts
The most basic of uses, Shion can create a chunk of ice and propel it at an enemy. She has waterlaunchers built into her suit to throw these blasts more accurately and quickly. Effectively deadly super soakers.
FOC Shot
Freeze on Contact Shot. Shion shoots out a shell containing compressed super-chilled water which releases upon impact and freezes over the enemy. It's usually enough to inhibit action for a few seconds, although stronger opponents will just be slowed a little.
Chill Blast
Shion's suit can also shoot compressed air at her target, which Shion superchills before firing. If it hits, it severly reduces the ability of many targets to move or defend themselves effectively. It's especially effective on fire types and tends to dampen their abilities a bit.
Blood Chill
A more direct version of the previous attack, Shion attempts to chill the very blood of her opponent. The result if she succeeds usually ends up severely weakening her opponent. Many opponents find themselves unable to use their powers as effectively due to their insides being nearly frozen. Extremely deadly when used in combination with the Chill Shot.
As an alternative, Shion can modify this attack to simply chill the general area of her opponent. Not nearly as powerful of an attack, but almost guarenteed to work, even against the nimble.
FOC Bomb
Shion shoots a bomb into the air that explodes, releasing many small FOC Blasts into the ground below. These are not large enough to actually freeze an opponent, but do accumulate on the ground below making the ground extremely slippery. In addition, any targets hit with the blasts still get severaly chilled for awhile, making it harder to defend and quite a bit easier to injure.
Heat Transfer
Shion semi-recently figured out how to transfer heat from her opponents into herself. The result devestates her opponents for a short while, making it nearly impossible for them to move much, and severely weakening their defenses. Shion, on the other hand, is able to use her stolen energy to her benefit, having almost unlimited endurance for a bit. It's her most powerful technique and even those strong against cold techniques tend to feel it.
Concealing Mist
Shion, being an assassin, is very good at the art of stealth, and she is able to generate cover for herself at will by generating a large fog with her powers. Meaning she can hide anytime, anywhere. A very dangerous tool for the unaware.
Equipment
Arachnos Mace
Customized by Shion to fire special webgrenades designed to bring down fliers and pin people to the ground, this is very powerful when used in combination with her ice powers.
Crey Power Suit
Shion's main problem is a lack of power. Her suit, custom made for her by Crey, helps augment her abilities and gives her attacks more power and accuracy. It also has scanners and other tools built in to help her quickly analyze and assess situations. The legs are enhanced with robots in order to make her run faster and jump higher. And of course, the suit acts as armor to protect her from harm.
