Badis Aqar Mouataz was born December 12, 1980, in Tangier, Morocco, to [mother's name redacted] and [father's name redacted]. At age two, [father] left for New York City, New York, but continued to make regular semiannual trips to Morocco to visit his family. During this time, Badis' maternal grandparents took an active role in raising him, alongside his mother. At age 13, he manifested latent mutant abilities; at age 16, he voluntarily submitted his profile to the Pan-African Registry of Metahumans (PARM). At age 18, he completed compulsory education.
Two months before receiving his high school diploma, Badis' maternal grandparents passed away. He scrapped plans to attend [university name redacted] University, instead electing to join his father in New York City and enrolling in the New York City Police Academy. He graduated in 2000 with high marks and served on the New York City police force for six months, showing an excellent aptitude in sharpshooting and investigative matters. At that time Commissioner [redacted] advised Badis to submit his application to the Federal Bureau of Investigations, and wrote him a glowing letter of recommendation.
Badis joined the FBI on July 8, 2001. He was granted dual citizenship and continued training extensively in [subject matter redacted] as pertains to United States as well as Moroccan law. Badis' performance during this time was exemplary.
During the Rikti invasion of 2002, Badis was one of the few who sided with Director [redacted]'s attempt to retain the Bureau's standard procedures; however, on his advice, together with Agent [redacted]'s, Director [redacted] consented to allow modified procedures to take precedence in appropriate situations. (It should be noted here that a new handbook of standard procedures was drafted soon afterward, a publication for which Director [redacted]'s input has been invaluable.)
In March of 2003, Director [redacted] first assigned Badis to investigate the emergence of a creature in Rhode Island today known as the Hamidon. The original report has since grown to over four thousand times its original length. Badis has since been the primary author of several hundred reports on activities in and around Paragon City. With the formation of the Nocturne Division, under the supervision of Director Prince Rifter, in January of 2010, he transferred permanently to Paragon City, where he continues to coordinate the Division's assets and conduct personal investigations.
