History
Thomas Delphi was the son of 2 famous archeoligists, Peter & Heather Delphi, who traveled the Rogue Isles searching for long lost artifacts. Sadly, they were killed after being exposed to a germ trapped in a tomb they uncovered & Thomas picked up where they left off at the tender age of 14. He traveled the world & the Rogue Isles using the considerable fortune his parents left behind, specializing in the ruins of Nerva Archepeligo. One day Vicount Erik Von Crey, the son of Countess Crey & heir to the Crey Industries fortune, hired Thomas to recover an artifact called the Pendant of Zu'l. The Zu'l were a heritic churchof the Mu who saught to make a peace between the Mu & the Circle of Thorns & were later destroyed by the Mu. Thomas found this artifact with the help of a Crey team in the ruins of Nerva Archepeligo and decided that it carried too much historical value that it should not just be owned by Erik in his private collection. Thomas ran from the ruins while the Crey team shot after him & reached the edge of a cliff. Then, as the team closed in on him, blue electricity flew from his hands and scared the Crey flunkies off. Thomas discovered that the pendant carried all the power of the Zu'l culture & that Erik had planned to use the pendant to power his private set of Voltiac armor. Thomas decided to put the pendant to good use & became a hero in Paragon City, while protecting other artifacts from those who would use them in the name of evil.

Known superhuman powers
Blue fires Mu electricity from his hand and retains the ability to fly somewhat. The Pendant of Zu'l grants him the ability to read any language, dead or current.
Other abilities
Blue is an expert archeoligist and ameture acrobat. he retains gun and sword fighting skills his father taught him and normally gets good practice when dealing with raiders.
Limitations
Though he has yet to find out why, his powers do not work well against Mu sorcerors. This may be due to the pendants relation to the Mu.
Paraphernalia
The costume Blue wears is actually made of electrcity and generated by the pendant of Zu'l. It is hard as steel and can protect him against most of the elements (fire, cold, bullets, ect.)
Weapons/Arsenal
Outside of the pendant of Zu'l, which grants him all his power, Blue utilizes several mystical artifacts, depending on the job, but mainly uses his Zu'l Staff, a shadow manipulating staff he found with the pendant of Zu'l
