Cackle

Cackle is Ghostalker's primary villain character. Started moments after CoV went live, he was more or less created at random.
After too much time spent in Siren's Call against too long odds a background of craziness was built around him. Much of based on Korsakoff's syndrome from Oliver Sacks' book '"The Man who Mistook His Wife for a Hat". Korsakoff's is a form of severe amnesia where the patient suffers from the loss of decades of time and the inability to retain any time in the present for more than a few seconds. Patients with Korsakoff's often create a continuously improvised world to deal with the inconsistency of what they preceive as reality.

Personality
Cackle's personality can be summed up in a single word.
Annoying.
He has no particular negative feelings towards the hero of Paragon City nor does he much care for the cause of Lord Recluse and his minions. Cackle's good nature manages to withstand every death laden situation and horrid tragic event. The more hopeless the cause the more terrible his puns become. He cracks jokes at every inopportune moment, some of which border on a NC-17 rating.
Cackle saves most of his best material for the women he finds himself battling against. While it is difficult to know whether or not he actually cares about the villainesses he defends or the heroines he meets while in Siren's Call and Recluse's Victory. He is quick to hit on any female that passes him by (though he shows a preference for those from Paragon) with passes that would not endear him to any feminist. Cackle's overly optimistic hopes when it comes to women have never faltered as well.
Powers
While it is assumed that technology powers Cackle's abilities no one has been able to confirm that. Arachnos has managed to put together some origin when Cackle first arrived on the Rogue Isles stating that his powers are derived from his glasses but Cackle has never stated if this was true.
Dark Blast
The blasts of inky goo that Cackle is able to emit appear to relatively low powered. Capable of dealing with the vast but underpowered threats he usually meets they have shown to be less effective against the meta humans he frequently fights in the contested zones of Paragon City. He often only resorts to using them in the most desperate of situations or there is a female hero around that he feels that has gone without a tickle in awhile.
Thermal Radiation
The healing fires Cackle uses to keep his teammates and allied friends is his trademark moves. He is able to cauterize most of the wounds inflicted upon fellow villains and regenerate the health of himself and others through means that are not understood. Cackle is also able of generating shield of what is supposedly fire to lessen the damage dealt to teammates. While these abilities are well known he has other less often used powers which seem to reduce the fighting strength and stamina of enemies by raising the temperatures around these subjects to intolerable levels.
Mu Mastery
After choosing Scirocco as his patron by using the tic-tac-toe method Cackle has gained a small measure of what may be magical prowess. He has demonstrated the ability to summon to his aid a member of Scirocco's Mu contingent as well as being able to hold down enemies and shield himself from energy based attacks. Cackle has tried to thank his patron by offering to steal the world's greatest BLT sandwich but Scirocco has shown little interest.
Teleportation
Cackle's ability to fly is powered by some unknown force but is frequently demonstrated in the ravaged skyline of Siren's Call. Many a villain has been thankful for his "fly by healing".

Trivia
- Cackle's reputation for being pantsless began when the villains of the Rogue Isle managed to take control of Siren's Call. Upon this happening he pronounced that all metahumans in the zone were required to go sans pants by Lord Recluse's decree.
-Olive Garden is Cackle's favorite restaurant.
