OOC notes
Capt. Decency is a remake of my lvl 50 defender Captain Decency on Triumph. Captain Decency on Triumph was a member of Fusion Force, a great team of folks.

Backstory
John Smith was a mild-mannered high-level nuclear technician at the Terra Volta plant when the Rikti attacked it. He watched all his coworkers die (sort of) in a rather nasty way, but he himself was spared. His mind was bent a little, but not yet broken. He managed to escape the power plant, and made his way home, to his beloved Martha, and their newborn daughter. Yet more horror awaited him there. His child was dead, and his injured wife died in his arms, apparently by the FreakShow (or was it?!?)
This pushed John Smith over the edge, and he went back to the nuclear reactor. Once there, he hurled himself into the nuclear reactor core in an effort to end his pain.
Some time later, Capt. Decency awoke on top of one of the buildings in Atlas Park, with no recollection of who he was. He had on a brightly colored supersuit and a hero's license in his pocket. Trying to remember made a dark, gibbering madness rise up in his brain, so he does not try to do that any more.

Modern Day
Capt. Decency is a proud member of the Liberty League. He is also at Security Level 50, Hero of the City! Capt. Decency does not have an alter-ego, he is always in uniform and on duty. He is beloved by children nation-wide, and has a fairly successful endorsement portfolio. He is often on TV, either in an infomercial, or doing some kind of Public Service Announcement. He can often be seen with other high-level heroes of the legendary Liberty League, doing business of the highest order. He has saved the world about 35 times - 14 of those were single-handedly.
Personality
Capt. Decency is well known for his slavish pursuit of justice and decency, as well as his questionable metaphors. He also tries to get young heroines to dress modestly and appropriately, and spearheads a lost cause to get male heroes a shoulder kitty costume option.
Capt. Decency does not take a balanced approach to life. He is a full-on gung-ho justice juice man all the time. He is cheerful all the time, and has a very simple, black-and-white view of the world around him. There are few shades of grey in Capt. Decency's world.
Powers
Capt. Decency, is an Empath/Rad/Dark Mastery Defender. Most of his powers are radiation based - a direct result of him jumping into the core at Terra Volta. With these powers, he can heal and buff his hero allies, and blast and de-buff his enemies. During times of great stress, often brought on by partial memories of his former life, Capt. Decency's internal madness manifests itself as a palpable darkness. He is able to wrap it around himself like armor, and force his madness into the weak-minded - rendering them helpless.
