History
Just an ordinary live
Born and raised in Kings Row Cecilie had an quite ordinary childhood. She doesn't have powers so she went to a ordinary school for ordinary kids. Her father was a scientist. Her mother was a nurse at Kings Row's hospital. Even if her father worked much and was gone for days sometimes, he was a good father. Loving and caring for Cecilie and her Mom. On Cecy's 14th anniversary he presented her with an Anti-Grav-Belt,which he himself made for her.
Cecy was happy. She had friends in school, a life without Powers. And she knew that there was a Hero in Kings Row who protects 'normals' like her. Kenpo Tengu was her big hero, ever since he appeared in her hometown.
Facing the truth
The day the vindicators broke in their appartment and took her father, chanced everything. He had just returned from a business trip a few days before. No one talked with Cecilie or her mother. Swan, Mynx and Miss liberty just came to their home, blaming that her father is a Villain named Adulterant, who works for Arachnos. He didn't fight them. He just took a last guilty look at his family and went with the Vindicators.
A press-victim
The whole event was in the late-news on the same evening. Cecilie and her mother watched the arresting of Steven Hale just for the second time. The press gave them the information about what their father and husband had done for Arachnos, and that he was a mutant with superpowers. Cecy wasn't sure how much of all that she should believe. But the fact, that her family seemed to be just a second life for Adulterant, wasn't the worst thing about that. The Vindicators insisted on taking Cecy to a school for Metas. There it should be easier to keep an eye on her in case she was just hiding powers, or a friend of her father would appear to abduct her or something. Half of her former friends broke contact, because of all the things they heard in the news. The rest broke with her, because she was on an elite school now.
A plea for help
After months on Phoenix High, a private school for kids with powers, Cecy tried to find her hero, Kenpo Tengu. She was tired of the harassments of her schoolmates. There had been no day without her getting beaten up by those 2nd and 3rd generation heroes. She was the only kid at this school, that had no powers, an easy prey. She thought Kenpo would help her, like he always helped those who were unable to defend theirselfs.
Finally she found out that he was fighting again Pantheon in a cave near Kings Row. The PPD had closed the entrance, and when she asked them about Kenpo, she was told that he would disappear as soon as the job is done, like usual. So Cecy used her studentcard, which identified her as offspring hero from Phoenix High, to be let inside of the cave.
Kenpo Tengu wasn't happy about her idea of following him in a cave and risk her life. But he was willing to listen to her. They met in front of the Paragon Police Department sometime later and she told him everything about her schoolmates and the teachers who just look away. She asked him, if he wouldn't teach her how to defend herself against those teenage-heroes. He talked with Manticore about her case, and told Cecy that someone would talk to her teachers. She was quite happy, when he gave her his number, to call if there weren't any changes.
Unexpected Relative
Cecy was on her way back home, when Rikti invaded Kings Row. Seeking for cover she ended up hiding behind a Police Drone near the Kings Row Monorail Station. While Kenpo Tengu was fighting against the Rikti she waited. A stranger approached her. When she asked him, why he's not fighting he told her that he just came to watch. Before she could tell him what a jerk he was, because he was just watching how her hometown was attacked, Kenpo Tengu returned. Sensing trouble he took the stranger to task. After the stranger showed his hero-license, which identified him as Belabor, Kenpo Tengu remembered him as a friend of some of his friends and let him speak to Cecy. Belabor showed her a family picture he found when he was looking through his uncles stuff and told her that he was her cousin.
Belabor told her, that he is an mercenary in Rogue Isles, but that he never would be like her father. He would care for her, if she is in need. He asked Kenpo Tengu to watch over her and help her to find the right way, as exception from the rest of the family. Since Kenpo Tengu was asked to start a specific project, he accepted to teach Cecilie how she could defend herself against her schoolmates and other superpowered aggressors. He would just need some other investors to start his Dojo.
Truth hurts
One evening, when her mother was out for dinner with her friends, Cecy asked Belabor, if he might come to Kings Row. She was curious about who her father really was. After all the troubles she still hoped, that the Vindicators where wrong about her father. That all what they had told about him was a lie.When Belabor met her in Kings Row she asked him about her dad. But he frustrated her hopes. According to Belabor her father really was a Villain, a mad scientist, working for Arachnos. Belabor was surprised, when Cecy told him in tears, that her dad always had been nice to her and her mom. They agreed that Adulterant might have done evil because he loved Cecy and her mother, and to be able to care for them. "A good man doing bad things for a good reason". Cecy promised him to become the best hero of all, even without any powers.
Later Cecilie asked Belabor, if he would show her the Pocket D. She was curious about the club, since so many people were talking about it. He accepted and took her to the club.
At D Cecy met Belabors girlfriend Carrie and his 'sister' Key. While Key was a bit reserved, Carrie and Cecy got along quite well with each other. Aside from this new contacts Cecy wasn't that pleased being surrounded by mostly Metas. The chaos in D and the invasiveness of some of the other guests frightened her. She was almost happy, when her mom called her to get home immediately. Belabor brought her back to Kings Row and promised her to care for her, if she ever would have problems, or just wants to talk again.
Powers & Abilities
Cecilie doesn't have any superpowers. She's just a clever young girl, which knows how to brandish her baseball bat. She hopes that her classes at the Tao Modam Institute will help her to learn some further abilities of selfdefense.
Personality
Cecy has a strong will. She usually knows what she wants and is quite straight in reaching her goals. She has a great tendency to help others, without overestimating her own abilities.
She knows her virtues and her vices, but still is a usual teenager with her insecurity and timidity facing strangers, especially those with powers. The drama about her father and the Vindicators destroyed her trust in most of Paragon heroes and the behaviour of her new schoolmates just made this worse.
Now Cecy is certain, that most of the so-called heroes just forgot about the powerless people in the City. In her eyes heroes and especially their children think, that they are much better than the rest of the population. So it's her goal to become a hero herself, without any powers, just with her will and hard training. She wants to prove that you don't need to have superpowers to become a hero.

Friends & Allies
- Belabor: Even if he's yet still a stranger to her, Cecilie is happy that he found her. She will need some more time to accept that he's not exactly one of the 'good ones' but a mercenary from the Isles. Since Belabor looks quite similar to her father he irritates her a bit. He promised her that he wouldn't be like her father, and she is willing to take him at his word.
- Kenpo Tengu: He's watching over Kings Row. Cecilie approached him, when she needed help, cause she knew that he protects those who are defenseless. Even if he's allways a bit reserved he was willing to help her and used his contacts to get rid of her problems with her teachers and schoolmates. Soon he will be Cecilie's teacher for selfdefense.
Groups & Affiliations
- Phoenix High: She was forced to switch to this elite school. Cecilie hates it there. Her schoolmates harassed her and the teachers didn't do anything about it. Hopefully there might be a change soon.
- Tao Modam Institute: When Kenpo Tengu ask Manticore a favour about Cecilies case he was asked for a favour in return. So Kenpo Tengu founded the Institute to teach selfdefense against aggressors with powers. Cecilie is very curious about their lessons in the institute, even if she already knews, that it will be hard.

- Belabor: "Mm, well... he's my cousin, as far as I know. He seems to be nice. He told me the truth about my fathers 'dark side'. It's still a bit hard for me to deal with all that, but it's nice to have a big cousin. I promised him to become a hero... well, at least that I would try my best."
- Kenpo Tengu: "Oh, yeah! He's the King of the Row... well not exactly, but he's like a guardian. It's quite cool to know that he watches over Kings Row and kicks those Skull's asses. And, uhm, well, I think I'm looking forward to get teached by him... well except the bruises I'll get from that."
- Bloody Carrie: "Ahm." blushes "She's nice, and Belabor's girlfriend. And, I like her, uhm, I think."

Concept
The Elevator Pitch
A little girl finding out, that her father is a villain, when the Vindicators arrested him. Now her live has changed, new school, no friends. A girl without powers forced to find her place in a worls ruled by superheroes.
Development
Cecilie's concept just started when I realized that most of my toons are red side. I spared my last character-slot hoping that I might get an idea for another hero. When Des tructive mentioned, that his Vigilante would establish a Dojo as social project in Kings Row, Cecilie started to take form in my mind.
Looking at the concept of Tao Modam Institute it was very clear that she should be someone without powers and with need of self-defensive abilities.
I worked through many possible concepts:
Daughter of a stripper, young start-up criminal, and so on.
Nothing really seemed to fit, till we came to the idea of a young girl that was part of a villain's second life. And finally we found someone who had a villain which might had a second life in Paragon City. The rest of the concept was quite easy and developed halfway during the first RP-sessions.
I'm really looking forward to how she will develop, since I realized that all of my toon tend to not really do what I had planned for them.
