Early Life and Origins

Boy Genius

Stephen Mutatis was an orphan, raised on the mean streets of Paragon City, in and out of foster homes most of his early life. Despite this setback, his obvious intelligence served him well. He studied on his own, learning what he could through public libraries and community outreach programs. Without attending primary schooling, once he turned 13 years old, he took the GED, ACT, and SAT tests, achieving record scores. On this merit alone, he was courted by several ivy-league schools, who offered him full scholarships. He spend most of his teen years attending the most prestigious colleges and universities in the world.

Rise and Fall

Graduating with honors, and then finally achieving a Phd. in Genetics from Paragon University, Stephen was courted by dozens of research firms. However, his street smarts and self reliance served him well here. Instead, he applied for a series of research grants, and began working on his own research in a rented space in Paragon City. By the time he was 25, he owned a half dozen patents on various gene therapies and the precursors for what would eventually become embryonic stem cell research. These patents made him a very, very rich man.

The Mutatis Foundation

Having grown up on the streets himself, Doctor Mutatis always professed a compassion for the poor children who fell through the cracks of society. Now fabulously rich, he decided to spend a considerable amount of his fortune to create a private charitable foundation. It's stated goals were nothing less than the elimination of poverty and suffering, to promote good health and long life for all people. A series of high-profile acts of philanthropy to open Orphanages and Children's Hospitals earned Mutatis even more accolades in the eyes of politicians and the public alike. He was invited to dine with the Mayor of Paragon City, and even received a Presidential Commendation.

Eventually, the Mutatis Foundation branched out, opening Fertility Clinics and Planned Parenting offices. When asked in a T.V. interview if this was in conflict with the already large numbers of unwanted children, Mutatis chuckled politely but informed the reporter that his goal is to aid all of humanity. Those who are infertile and wish to conceive could be helped by his science, so did he not have an obligation to help them?

And so, Doctor Stephen Mutatis became famous, well-respected, and almost universally admired as a benefactor to all mankind for two decades. It wouldn't be until a lowly G.I.F.T. statistician would make a startling discovery that it would all unravel.

G.I.F.T. Investigation

A new G.I.F.T. statistician who really wanted to impress his bosses went a bit deeper than usual into a routine statistical analysis of mutation rates amongst mutants identified by G.I.F.T. When he reviewed the data, he thought he surely must have made a mistake. So he checked it again. And again. There was eventually no denying it. Orphanages and Fertility Clinics belonging to or funded by The Mutatis Foundation had instances of extreme mutation eleven times higher than the rest of the general population combined. The fact that many orphans run away and so few orphanages track their charges once they come of age meant most of that data was missed. As for the fertility clinics, almost all showed mutation years after they were conceived, to the point that no one made the connection.

He showed the data to his superiors, and they agreed that something odd was definitely going on with The Mutatis Foundation, but to accuse a man many considered a veritable saint? They needed conclusive proof and hard evidence. Even with this data in front of them, the truth seemed too incredible to be believed. So they launched a quiet, private investigation into Doctor Mutatis and The Mutatis Foundation.

They conducted interviews with former orphans and parents who attended Mutatis' fertility clinics. Another disturbing trend appeared: those who children who manifested mutations and were brought to one of The Mutatis Foundation's children's hospitals almost all universally died. Even if the concerned parents were only bringing their child in to find out what was happening with some minor physical changes, they were eventually told their child's mutation was unstable, and try as they might, the Foundation could not save them. Their child, they were told, was a biohazard and would have to be disposed of.

With this testimony, G.I.F.T. expanded it's investigation, obtaining warrants to search the Children's Hospitals and to Supeona it's records. By and large, the Foundation stonewalled, or more commonly buried them with crates of paperwork with each request. The same scene was reported at the Orphanages as well. Interviews with the children in these facilities never showed any signs of abuse or mistreatment. In fact, all the children were clean, well-behaved, and happy. Too well behaved, too clean, and too happy in the eyes of most investigators. Still, there was no evidence of a crime.

Doctor Mutatis eventually took action. Placing several calls to high ranking members of the Paragon City government, he had the investigation effectively shut down. G.I.F.T. was out of time and out of luck. With no hard evidence, they couldn't justify why they were "harassing such a great man". Investigators chaffed at the order, but their hands were tied: unless they could produce evidence of an actual crime, Mutatis was off limits. What they needed was a big break.
