History
Veronika cannot remember much before she had her powers. She vaguely remembers her family, she knows they're dead. They'd be too old to be alive now. Veronika was out in the cold, her village being razed by German troops in the first World War. There was many women and children of the village leaving to the northlands of Mother Russia. The men had stayed back to hold off the Germans best they could. This was, of course, how Veronika knew her brother and father were dead. She did manage to write scattered journal entries, they are as follows:
17th November, 1916: We walk, it feels like forever, how long have we been out here? Four, five days perhaps... The children are dying. Mothers weep. Oh how they weep for their kin. Are we doomed to wander forever in these frozen wastes until the Germans come find us? What then? What of Mother Russia then?
18th November, 1916: I fear that I will die here, we had 40 yesterday when I wrote, now we have 10. There can be no words that show the feelings I have. I am past desperation, there is no hope for us in these frozen lands. We are condemned to cold death. 'Death watches us, from behind he follows, yet he may look in our faces, smiling at our fate.'
19th November, 1916: My bo-y feels h--vy, though I fin--ly feel warm. I am al--e, there is a bl--rd around me. God sa-- -e, God s-ve the Mot--rla-d. What is this sudden hea--
There is a long pause between the diary entries here. One can only conclude that this was the time that her powers were bestowed upon her and she fell unconscious and was under Soviet care.
13 July, 1957: I am making great progress working alongside the Soviets in providing social work for the desperate in Moscow. The children smile when they see me pass the apartments of my district. None of them know my secret. Only myself and my employer know about my secret that I've hidden for these forty-one years.
There are many similar entries to this one, nearly identical with a much happier tone and speaking about a secret, which is divulged to be her powers.
3 October, 1984: The new regime is helping me greatly to focus my powers, they are training me every day. I work nine to one with the children, then from three to ten I am taken to an empty factory that is fairly beaten up on the inside where it seems many others have tested their powers. This is incredible, I wish I could meet those others who have these powers, they seem so strong compared to me. I see broken steel bars, eviscerated tires and radiated crates. One day I will be able to help show the world the powers of equality. One day I will be the Equalitarian.
There are very similar entries to this one again, they go on to explain how her powers grow over time leading up to the final entry in the diary.
April 24, 2006: Finally, I have arrived in Paragon City. It is the beacon of hope for up and coming heroes, so I hear. I see all kinds of gangsters and villains all over. I've been twenty-three for all these years... Finally these 90 years will pay off. Perhaps now I can make a difference. No, now I CAN make a difference.

Strength level
Can lift slightly more than a strong person, maybe 400lbs total by calling forth and focusing her powers to create artificial muscles.
Known superhuman powers
Able to run at speeds up to 600 miles per hour if fully unleashed, generally runs at roughly 100mph. She is also able to "conjure forth the Flames of Soviet Power" and the "Cold of Mother Russia" into blasts and icy weapons. They seem to come out of thin air, even the Soviet scientists couldn't figure it out.
Other abilities
Veronika is extremely charismatic, and has the wisdom of nearly a century behind her. She has lived through many wars, and still only looks 23. She has the ability to talk to people like she has known them for 100s of years.
Limitations
She is far too compassionate for her own good. She feels that there is good in everyone, and that sometimes leads to her needing to use the emergency teleport system, or even getting captured. It has happened on more than one occasion, only now the Soviets aren't here to bail her out like they would before.
Paraphernalia
Her costume is red and yellow. There are 3 parts to it, one is essentially a jumpsuit, going from mask to shorts. Then she wears yellow thigh highs and yellow gloves, each with red stars on them. Her chest emblem is the Hammer and Sickle in dark red on a yellow star background. Her mask is a specific design that has a star around one eye.
