Le Foxy Archier was well-known as an international thief before he came to Paragon City in an attempt to leave his criminal lifestyle behind. Though he tries to fight the good fight, he spends much of his time at parties and other social gatherings, unable to shake the relative glitz and glamor of his past.

Background
The First Sighting
Nearly 70 years ago the Diamant de Flèche, one of France's most valuable historical jewels, mysteriously disappeared from its display in the famous Louvre museum of Paris. Though never officially attributed to the Foxy Archier, many theorize this was the first in a long line of high-profile thefts by the masked robber.
It wasn't until months later that the thief revealed himself, albeit accidentally, to the public. An american tourist and photography hobbyist happened to be taking a photograph of his wife in front of the Arc de Triomphe just as the cunning criminal was escaping police pursuit. The picture was blurry, but it was easy to make out the leaping form of a man carrying a bow, with a long scarf trailing behind him. Witnesses reported the scarf's color as red, and so the local newspapers dubbed the thief "Le Foxy Archier."
Over the years, a large number of robberies have been attributed to the man. And soon after each crime committed, a local orphanage or charity would get a large donation. Though he never admitted to being the donor, there was overwhelming evidence that the Foxy Archier was giving much of his ill-gotten gains back to his community. Because of this the public bestowed upon him an almost Robin Hood-like status, an ever-growing sense of respect for his complex capers and his willingness to help the less fortunate.
The thefts continued on a surprisingly regular schedule until the early 50s, when sightings of the man ceased and crimes fitting his modus operandi stopped. There were occasional copycat crimes, but none had the same flair or style that the original exhibited in his work.
The Second Coming
Ten years later, however, Le Foxy Archier suddenly reappeared, continuing his crime spree as if he'd never stopped. Many witnesses claimed the man had changed, had somehow become younger and faster. Some thought he'd found a formula for reversing the aging process, others thought he'd used some kind of magic spell, and still others believed he'd found and drank from the Well of the Furies. Of course most people now have a much simpler theory: it was the original's son.
The heir to the Foxy Archier name continued to live up to his father's status as the french Robin Hood, committing more high-profile thefts and then giving large donations to charitable organizations until, like his father before him, he disappeared from the scene in the late 80s.
Third Time's the Charm
In 2006, Le Foxy Archier appeared for a third time, younger and more agile than ever. Only a single crime has been attributed to this version, who's thought to be the grandson of the original. Harking to days past, the crime was the theft of the Diamant de Flèche from the Louvre, recently returned to the museum by a mysterious benefactor.
However, times have changed since the days of his father and grandfather, and the police weren't going to let this new Archier humiliate them as the previous two had. They formed a special task force led by Inspector Arsène Robie to catch this infamous thief and put an early end to his inevitable spree. For several weeks, the police did everything in their power to find the masked criminal, but to no avail.
After exhausting all their leads and coming up short each time, they were about to give up when they recieved news of a Foxy Archier sighting. But he was no longer in France; this sighting came from America, from the city of heroes itself, Paragon City! And in another surprise twist the young man was no longer thieving, but had changed his ways to become a full-fledged hero.
Inspector Robie, however, was not swayed by the former thief's reformed ways. "Paragon City is out of my jurisdiction. But if he ever returns to Paris, I will not let him get away!"
Soon after appearing in Paragon City, the third Foxy Archier joined supergroup The Artful Dodgers. He continues to work under the supergroup for at-risk super-powered teens as he performs his heroics in the city.
Powers
Foxy has no actual super powers of his own. He relies on his training and equipment to get him by in both combat and non-combat situations.
Archery
Foxy is quite adept with a bow and arrow. Trained by his father since he was a young boy, his ability and accuracy are top-notch, though not perfect. He keeps an ample supply of normal arrows as well as the flammable kind.
Trick Archery
In addition to his more direct style of arrow, he also has a wide selection of specialty arrows designed to weaken his enemy. From an arrow that splatters into glue to hinder his enemies' movements to a sonic arrow that can weaken even the toughest armors, Foxy has a modified arrow for almost any occasion.
Zipline Arrow
In addition to his offensively-minded trick arrows, he also has a specially modified version dedicated to getting him around the city. With a sturdier shaft and a thin but super-strong cable attached, he can shoot this arrow at any nearby structure and then use it to swing from place to place.
OOC Info
Foxy is my first and so far only attempt at making a character that uses a "funny accent." I also wanted to try out a Trick Arrows/Archery defender, and found that I did, in fact, enjoy it. He was my 3rd Hero 50, but still isn't IO'd out. I don't play him too much anymore, but I like to bring him out every once in awhile when I'm in the mood.
I recently IO'd out Foxy, focusing on Lethal/Smashing defense and recharge. As an agile archer-thief and semi-Green Arrow homage, I did want him to be hard to hit, at least with conventional weapons. And now he is.
Current Status
Foxy is currently fighting crime in Paragon City with The Artful Dodgers. When not out on the streets or taking a break in the supergroup's base, he can sometimes be found hanging out in Pocket D.
