Crimson Cougar and Doctor Phenom are two of Portland's super-powered protectors. In 1992 the terrorist organization known as The Black Hand took over the Trojan Nuclear Power Plant and demanded the release of their leader, Blood Mask. While negotiations took place with authorities, Doctor Phenom and Crimson Cougar took it upon themselves to infiltrate the plant and subdue the terrorists.
