Laughtershock

Origin

Now he dresses as a clownish figure in bow tie and waistcoat, disguising his deformities with a long nosed grinning carnival mask. He's worked with the Carnival of Shadows and a handful of other villains as hired help, but now he works exclusively for the notorious Phanto. His wicked sense of fun combined with a nihilistic view make him dangerous and unpredictable.

It is not clear what Phanto has told him, but he serves him fanatically. Some bond of loyalty exists that has yet to be determined. With all other people, friend and foe alike, Laughtershock is a cruel prankster. He borders on the sociopathic, but experts believe that he is not mad, simply sadistic and egotistical.

Powers

Laughtershock can generate considerable bio-electrical energy, a power which has grown over the last few years. A particular property of the electromagnetic force he generates is that it scrambles and interferes with other electrical energy. This can cause confusion and amnesia in targets in addition to the effect of being tazered. In superhumans, it has a tendency to scramble their powers and cause them to lose control over them.

Laughtershock can also manipulate earth and stone. His body is made of living stone, giving him a degree of resilience, and he can absorb material to "heal" over time. He can also form weapons temporarily or strike with superhuman strength by drawing on the earth and stone around him.
