Loyalty was the alias of Theodore "Teddy" Hastings, a member of the Praetorian Powers Division and son of a decorated Sergeant in the Praetoria Police Department, before he was brutally slain and his powers stolen by the shapeshifting criminal Seth Flint. Flint now masquerades in the Rogue Isles and Paragon City using this stolen identity.

His younger brother, Mark Hastings, has taken up his super-powered identity in the weeks since his murder, helping maintain order in Praetoria and searching for his brother's killer.
