Personality
Buddy has a strong desire to do right, however he feels limited by his size. He is a bit sensitive about the subject but compensates for it, not by lashing back, but by trying to be perfect in his actions, hoping that through better performance people will overlook his shortcomings.
Powers
Buddy was gifted at birth with certain mind powers. He has worked to hone those abilities through meditative disiplines, however they are still limited to single target powers.
Markem Suit
Bro Markem. aged nanite researcher, developed a series of augmentive and regenerative nanites.
The augmentive nanites worked in conjunction with the part of a person's mind that gives him psychic abilities. The only problem was the nanites could not remain energized out of the lab setting for more than a few minutes. The Markem Suit was developed to keep the nanites energized. With the additional power of the augmentive nanites, Buddy can effect multiple targets.
Bro also developed a series of regenerative nanites. These nanites had the ability to repair damaged tissue and even re-start a person's heart, however without the Markem Suit, they had the same limitation as the previous generation.
While others were considered as recipients of the Markem Suit, Buddy was in the end selected because of his small stature. The suit, since it was being made for a smaller person, did not have the power requirements that a larger suit would have.
Another added bonus was that the augmented telekineses allowed him to lift his own weight and propel himself through the air in flight. A normal sized person, because of the additional weight would not be able to achieve the speeds Buddy could with his smaller size.
Markem II
Rumor has it, that Bro Markem has developed another suit. The suit is still in its trial stages and is called the Markem II. Through the use of an irradiated growth hormone, the suit gives the user superior strength and enhanced toughness. Little is known of who the suit is to be fitted for.

Because of his youth and small stature, no one believed Buddy to be old enough to be a hero in Paragon City. Every time he busted a thug, the adult authorities would take credit for it. This would not have mattered too much to Buddy if it had not been for the fact that the thugs were getting released because the authorities were unable to answer some of the more detailed questions about the arrest. Frustrated with the red tape and just generally wanting some of the credit for what he had done, he sought out The Artful Dodgers. They were a deputized youth hero group that was accredited by the authorities. Being a member of the Dodgers would legitimize his actions and give him contacts to perform important missions.

The parents of two year old Buddy Barnes were surprised and relieved to find that their boy was safe after he was discovered missing, early Tuesday morning. Upon discovering their son to be missing they immediately stopped and did a frantic search of the camper. They discovered Buddy on the top of the camper, where he had apparently been for the last six miles of their trip. When asked how he got up there, the boys sister (Sara) just replied "Who knows? He's a strange kid."

I think I might be psychic. I went to school today and Brad said he had something to tell me. I kinda think he's been looking at me, so I figured he wanted to ask me to the spring homecoming dance. Well he did ask me and I didn't think anything else about it until... I was in Mr. Pretmel's data processing class. Well I hadn't had time to study for the test and hadn't really even read the chapter. But I aced it, perfect score. Can you believe it?... Next on the way into the house I checked the mail, I just kind of felt like I had some mail, you know. And there it was, a letter addressed to me. Without looking at I guessed it was a subscription renewal for US magazine. And there it was just as I guessed. At this point, I'm freakin out and I went in to call Amy. She wasn't at home, so I decided to try an experiment. I told Buddy to hold up a deck of cards one card at a time and I would guess them. We'll I can't believe it but I guessed every one of them. 54 out 54. At this point I am convinced I am psychic. Tomorrow I will go to the University and get one of them tests given to me from a professional.

At 0420 hours, I was dispatched to the residence of Sara Barnes in Steel Canyon to investigate why Agent Joseph McGlerkin of the Crey Corporation had not reported in. The agent had been dispatched to investigate unregistered psionic activity at the residence. When I arrived at about 0437 hours, I discovered the body of Sara Barnes lying on the floor, battered and beaten to death. McGlerkin was sitting on the floor crossed-legged, rocking back and forth, and babbling unintelligibly. The only other person in the apartment was young Buddy Barnes, who seemed unaffected by the catastrophe and was playing a hand held video game. When I questioned him about what had happened, Buddy just said that he thought his sister was dead or asleep but he was pretty sure she was dead. I asked the boy what had happened to McGlerkin and he just shrugged. No other information was gathered on the events that had taken place, however the house showed signs of forced entry at the back door.
Forensics reports that the physical trauma to Sara had been caused by being beaten by a much bigger man. Traces of McGlerkin's skin were found under the nails of the young lady. A close match to McGlerkin's handprints were found on one of her wrists. Apparently there had been a struggle between the two before her death. Interviews with McGlerkin still remain unsucessful as his condition has not improved since he was found in Barnes residence. He currently resides in Astoria Asylum. The use of truth serum has been approved for further interviews and a report of their findings, if relavent, will follow in my next report.
Since his parents had previously deceased and his sister was his only guardian, Buddy was placed in a foster home.

Our records show that Buddy Barnes is living in an apartment in Steel Canyon and that he is currently employed part-time as a lab assistant at the local university. This letter is to notify you that the benefits you were receiving for the foster care of this youth are hereby discontinued. If you have any questions or would like to dispute this claim our offices are open between the hours of 9am to 5pm.

A new threat has been confirmed. The threat is a vigilante described as being a male of approximately 3'6" with greyish white hair. He wears a suit and goggles made up of a greyish material. The suit is described as having circuitry exposed throughout it. Although only a few photos exist of this vigilante, the photos have been cropped, enhanced and sent off for engineering evaluation.
The vigilante is said to be seeking information on the death of a loved one. Nothing is known of the circumstances of this death.
Although the vigilante is small, his powers currently place him at Threat Level 39. He is a mentalist with the ability to disorient mass numbers of our troops. He has the ability to levitate and fly. We believe this is accomplished through telekineses. Recent reports have stated that he can somehow heal damaged tissue. This newly discovered ability makes his apprehension/termination a top priority. His attacks have always, in the past, been selective solo attacks against Crey development labs. However his power set is perfectly suited for group attacks. His ability to disable attackers and heal the damage of his teamates allow him to minimize the circumstances to a more basic level. Because of this, he has been code-named "Mini Mizer". He must be apprehended before he is able to connect with a group of like-minded individuals.
