Beth "Bootsie" Weber is a Carnie psychic whose 'shields' were stripped away by Vanessa de Vore's Illusionists, to punish her for not agreeing to take a mark to bed. She was then turned loose in Founders Falls, with every passerby's thoughts leaking into her head and interfering with her own. Her efforts to silence the noise resulted in sixteen dead and five more put in 'persistent vegetative states', before she was subdued.
The Mental Health Wing of the Ziggurat was the last place they should have put her. All the insane minds around her finally broke her own, and she became disjointed, delusional, giggling one moment, crying the next. Only the Zig power-dampening drugs kept her from echoing all this insanity like a repeater.
Of course, once Arachnos staged the next breakout... the drugs began to wear off. So now "Bootsie" wanders the Isles, venting her peculiar brand of mayhem on whoever she encounters. It can truly be said, that if you meet Miss Mesmerise, the flaws of your own psyche will be used against you.
Of course, with perfectly rational sane people around, she's... not too bad. Mostly.
