File Exerpt: Discussion of Night Widow Morgianna Jericho, AKA Sorceress Morgianna, AKA Morgan Jericho.
Longbow Special Operations Agent McGee reporting.
This file is classified.
Morgianna Jericho is currently unemployed, though she has been known to associate with the organization known as Ebonheart Enclave. Jericho left her previous employer, Widow's Web, some time ago, although it is not clear as to why. She appears to have left on good terms, though no one is talking about the specifics. I suspect this is partly due to the security status that organization enjoys. Jericho is also known to be a Night Widow within Arachnos, although her status as a 'Destined One' and rank as a Fortunata means that she is not required to report for typical duties. This has given her the time and inclination to focus more on her psychic abilities, which have grown exponentially since her re-awakening as a vampire.
Addendum: Not much is known about Jericho's activities between the time she left the Web and hooked up with the Ebonheart Enclave. It has however become increasingly clear that her power is growing. That she is dangerous is a given, though it is difficult to state unequivocally that she needs to be put down. Much about her current status is unknown.

History
Morgianna Jericho was born in Paragon City on March 10, 1986. Until the first Rikti War, her life was free of any unusual complications. Indeed, other than her enrollment in school, and the standard doctor visits that any child might have, her life passed unremarkably. She was sixteen on May 23, 2002, when the first Rikti War began. She doesn't remember much about the conflict, only having fallen early on into a dark place, and writhing in pain as the attacks occurred. It wasn't until much later that she realized that the pain was caused by her latent psychic abilities acting as a radar dish for much of the Rikti psychic communication. When she woke after six months of blurred memories, confusing recollections, and agonizing pain, she found herself in a psyche ward with her parents dead.
She escaped the psyche ward in a rage, eventually stopping in King's Row. There, she used her powers consciously for the first time, binding three young men to her and forming a small gang. They were able to keep everyone off their backs, and stole just enough to survive. During the Power Crash, when Arachnos caused the heroes' powers to fail, her group disbanded, the men running from her in fear. Her mind, untroubled for the first time in years, prompted her to sign up on an Arachnos recruiting drive - if anyone could help her come to grips with her abilities, or train them, it would be the people who shut down the heroes for good.
The Power Crash was soon thwarted by the efforts of the Freedom Phalanx as is well documented, but by this time Morgianna was already Widow Jericho, a Blood Widow rising through the ranks of Arachnos.
Widow's Web
After a chance meeting in the Pocket D, Morgianna found herself a member of the all-female mercenary group Widow's Web. She clearly enjoyed her time with the group, but was prompted to move on. It is unclear precisely why this is, especially after she found herself on Lord Recluse's list of Destined Ones. There are several theories and speculations, primarily regarding Jericho's moral choices, but nothing factual has been discovered. If asked, Jericho simply states that she enjoyed working for the Web but felt it was time to move on. She has also once claimed an order was given within Arachnos for her to terminate her employment, though the exact reason is classified.
It was while Jericho was working as a Widow Agent that she first met the woman code-named Midnight Wicked. When Jericho realized that Wicked was a vampire, she befriended her colleague, eventually asking her to make Jericho a vampire as well. Recently, Salena left the Web (Agent McGee's note: We have no record of this Midnight Wicked beyond that she existed. We also have been completely unable to track her whereabouts.) and Jericho has been left to discover her vampiric powers entirely on her own.
Personality
The following section is entirely speculation, based upon Agent McGee's observations and theories about Morgianna Jericho.
At the time Longbow opened a file on Morgianna Jericho, she was a woman torn by what she was and what she was becoming. As a human Blood Widow, she was power hungry, seeking only to improve herself, gain new power by advancing herself within Arachnos. When the opportunity came her way to seek power elsewhere, she took it.
Since becoming a vampire, she has had to deal more and more with the dark side of her nature. It is highly likely that she may feel that she gained too much power, too quickly, her low level psychic abilities now quite formidable. This agent's theory is that she left the Web because of this. She's fallen prey to Lord Acton's Dictum: "Absolute power corrupts absolutely." She is giving in to her dark side, and doing whatever she pleases with the power she has. There are a few disappearances that Longbow can tie directly to her, and as witnesses in Pocket D can attest to, she IS actively hunting for victims to use as food. It is also apparent that she doesn't kill her victims unnecessarily, though given her psychic powers, anyone who has had direct contact may need to be debriefed and possibly looked over by Longbow mentalists.
The power level Jericho has begun to display recently is tremendous. There have been rumors that she is styling herself a goddess. It is difficult to be sure. Anyone she meets either has no memory of their meeting or gushes about how wonderful she is. Wait, scratch that. There are some she talks to normally, not utilizing her powers at all, which is very strange.
In short, this Morgianna Jericho is exceedingly dangerous and should be handled with extreme care.
Powers and Abilities
Morgianna Jericho possesses a wide range of abilities both physical and mental. Her conversion to vampire has given her increased physical strength and speed. It has also increased her mental abilities as well.
Physical
Aside from increased speed and strength, Jericho has also benefited from her time as a Widow with the intense weapons training Arachnos operatives receive. She is skilled using the bladed weapons that are a hallmark of the Blood and Night Widows. She uses her psychic power to act as a mask of her presence, which is why most foes can't detect her until it is too late. As far as the weapons she prefers to use, it is clear that her weapon of choice is any claw-style weapon. She's been known to use everything from martial-arts claws to short bladed daggers attached at her wrists, to the spiked forearm weapons of the Widows themselves.
Her physical abilities are secondary to her psychic abilities. If I had to rate her power level on physical skill alone, I would say seven of ten.
Mental
Jericho's mental abilities may have no equal. At least not that this agent has found. She seems to have an instinctive feel for her abilities. It is unknown if sociology and psychology are part of Arachnos training, but if they are Jericho has taken the information to heart. After having a few mentalist controllers look over some of Jericho's victims, it has become clear that the things she does to their minds is insidious. She works in and around natural mental defenses and willpower to subvert a victim's mind from within.
In combat, these skills work to her advantage. One of her greatest assets is the ability to reach into a victim's mind and pull out that which terrifies them most, leaving them a quivering wreck. Those individuals who claim to have no fear or have a fear of a more nebulous idea she simply makes afraid. She literally reaches into their mind and triggers those nervous system elements that cause the numbing terror she's known for. Then it's simply a matter of taking her opponents apart a little at a time.
Of particular note is her dislike for Longbow. One of the difficulties that Longbow has had in tracking this individual is her leaving powerful suggestions in the minds of Longbow operatives when she assaults a base. She gets what she came to get, then leaves. A few weeks later, a Longbow operative will press a button or enter a code, and suddenly the base is shutdown or about to self-destruct. Even after mentalists go over the staff in acute detail, this can still happen.
As a psychic threat, she is exceedingly dangerous. It is the opinion of the agent writing this report that she be assigned a threat level of 50+ until further notice.
