Nibs (born November, 1985), or Mr. Nibs, is a telekinetic mutant most notable for co-founding the Skelter Boys, a Rogue Isles street gang that had its roots on the island of Cap Au Diable in the late 1990s. He is wanted in the United States for suspicion of trafficking large quantities of the super-serum Superadine into Paragon City by way of cargo ship.


Longbow Back Files

What little information Longbow forces have garnered indicates that Nibs was born in a shanty town on Mercy Island, Etoile, and spent the majority of his youth in abject poverty. He has been tentatively identified with an orphan named Paul Kensington (born November 17, 1985), the son of a prostitute killed in an anti-Arachnos car bombing in September, 1987. He is believed to have spent a year and some months in an Arachnos penitentiary in Grandville, Etoile, for the greater part of 2010 and 2011. The conditions of his arrest and recent release are at this time unknown. He is currently operating out of a waterfront apartment on the island of St. Martial and is thought to be organizing the smuggling of Superadine across American borders into the cities of Paragon, Rhode Island, and New York, New York. He is actively hostile toward Longbow and other peacekeeping forces and a shoot-on-sight order has been effective as of 2005.


Arachnos Case Files

Nibs is a former urchin and an early member of the Skelter Boys, a street gang turned drug cartel active in the Haven district on Cap Au Diable from 1998 until 2008. His identity has been linked to that of Joseph Lucenta (born November 24, 1985), one of a hundred and forty-three test subjects of [REDACTED], a now defunct operation headquartered in a facility on Mercy Island. In the fall of 1998, he became active with the Skelter Boys and committed various petty crimes in collusion with them from that time on until his capture in October, 2006.


An assassination attempt carried out by Night Widow Ascella Meyers and her cohort on the night of June 3, 2005, proved unsuccessful. Nibs went into hiding along with five surviving gang members, a group including now-deceased seditionists Peter Barrie and Nicole Lucenta. He resurfaced in Aeon City shortly after a series of bombings carried out on known Skelter Boys warehouses the following fall and was taken into custody by Arbiter Sands and a team of twelve operatives on the morning of October 21, 2006. A deal was brokered on January 15, 2007, and he was released from custody in exchange for [REDACTED] and [REDACTED] on the condition that he [REDACTED].


He was taken into custody again in Grandville on April 29, 2010, on suspicion of [REDACTED]. A deal was brokered on July 1, 2011, and he was released from custody the following day on the condition that he [REDACTED]. He is known to be living and operating out of a three-bedroom suite in an apartment complex on St. Martial. Operative Aaron Dill has been assigned as his caseworker for the remainder of the year, upon which time the slated goals of his release will be reviewed and a final decision as to his fate will be reached.


Nibs is a capable telekinetic of mutant origin. He was administered a psychiatric evaluation by Dr. Gordon Amok on October 29, 2006, and at that time was found to be psychotic and prone to homicidal ideation. He was administered another evaluation by Dr. Amelia Reelin on May 5, 2010, upon his recent detainment and has been found to be sane. He is a confirmed and practicing homosexual and has a history of addiction to cocaine and opium. He is at this time considered to be a valuable informant and will remain untouchable until deemed otherwise.
