In the City of Heroes universe, being a rogue typically means that this character originally operated as a villain, but for one reason or another has acted occasionally in a heroic manner. This could be because of a desire to redeem himself in the eyes of society, or because those jobs pay better-or for reasons more personal. In game mechanics, this is an alignment step halfway between the process of a villain becoming a hero, and they can operate in Paragon City as well as in the Rogue Islands.
