Suspended as a fragile bauble in crosswinds of politics, this is Priori.

A place to be, an embassy from a struggling nation, this is Priori.

The outstretched hand of a messianic madman, this is Priori.

A home. A shelter. A freedom from persecutions. An oasis.

This is Priori.

Foundation

Priori was established as the name of the Nation Embassy in Paragon City, the first - and at this point only - bulkhead from Nation to leave the Etoile Isles.

Founded by Battlebriar, Archon of Nation, Priori is a semi-autonomous governance; while it pays fealty to the political leadership of Nation, it does not pay heed to Nation for any of the day-to-day running of its operation, and the current Ambassador from Nation to Paragon is Wayfare. Paperwork points to one Samuel Daleson as the officate in charge of the day-to-day maintenance of the Priori Embassy.

Priori is an embassy in the truest sense, and enjoys the benefits of it, including diplomatic immunity to its ambassadors and special rights to taxation. Some have argued that this position is nigh-on impossible to maintain, and that the authorities of Paragon must do something about it. The fact is, Priori exists in the same twilight that Crey Industry does, but while Crey use secrecy and conspiracy to operate, Priori is far more dangerous.

Under the legal jargon of Priori, the Etoile Isles are a war zone, and its criminal operatives are simply mercenaries, employed to enrich the state. This is simply observable, as the members of Nation typically do not do anything totally autonomous, working instead for particular warring groups. The presence of Longbow in the Rogue Isles is the lynchpin here.

Priori exist as a legal embassay from a Nation that is engaged in overseas wartime activity primarily on the same rule that gives both Vanguard and Longbow means to operate as they do. To actually legally prosecute any of the members of Priori who are known criminals (such as Battlebriar, when visiting the embassy) would break legal precedent, and would give the Etoile Isles - and by inference Nation itself - every right to sue the UN and governments for the presence of Longbow troops in the Etoile.

The legal trap is reasonably simple, but it took some courage to pull off, and the inference is that it only functions as long as external pressures on Freedom Corps from less-populated countries that appreciate the idea of having Nation owe them favours, and the general good will of Priori itself both hold together. Priori nonetheless remains a place for the Nation ideals of Mutant Separatism to take hold and maintain.

OOC Stuff!

Priori is primarily a heroic outcropping of Nation, designed for story reasons more than as a hard-core hero group. This is not to say we're not looking for members, not at all!

Priori is a hero group with ambiguities about it. They're a moderate version of Nation, believing that mutants are not possible to govern as humans, that Nation is itself a legitimate country.

Priori's characters, at this point, are biased towards being young and often disaffected youth, derived from orphans. Priori has recruited from the Outcasts, amongst other groups.
