History
James Oliver Rockwell was born into one of the richest and most politically powerful families in America. His father Cyrus Rockwell continuously boasts that the family has been involved in politics. "since that upstart, Lincoln was in office."James learned at a very early age that his father's only interest in him was as a continuation of the family name and political tradition. Fortunately James was saved from a joyless childhood by the fierce love of his mother Valerie. Seeing that her husband was no fit role-model, every summer Valerie sent James to stay with her parents, Tom and Beth Stone on their ranch in Montana. Tom Stone had served in Europe during WW2 and had received the Congressional Medal of Honor. Tom would while away the summer nights telling James stories of his wartime experiences. He told James stories of courage and heroism. Devotion and friendship. Horror and loss. He also spun tales of the masked hero known only as Proud Citizen who fought spies and saboteurs on the homefront during the war and who would later storm ashore at Normandy and fight alongside the American troops. These stories would create a fervor in the young James. As he grew older he wanted nothing more than to serve his country as his grandfather had.
When James was eleven years old his mother was diagnosed with a malignent brain tumour. Valerie passed away a little over a year later but not before she had told James to follow his heart, "No matter where it leads.". Later, James would learn that shortly before her illness his mother had learned that his father had been unfaithful to her with a sucession of women over a number of years. James never forgave his father as he believed his mother's grief had contributed to her illness. Cyrus Rockwell severed all ties with Valerie's family after this but the lessons and common decency that James learned from his mother and grandparents could not be swept aside.
James would go on to be a star athlete in high school. At his father's insistance he attended Harvard to study political science. It was here that James began his training in Savate and Aikido. It was here too that he would meet his best friend Hank Smith and the two would be inseperable throughout their college years. Hank also aspired to a military career and when James and he graduated they both applied to join the US Marines.
Cyrus Rockwell on the other hand had no intention of his son following any career path other than politics. Through a series of threats, bribes and blackmail Cyrus had James' application rejected. Hank however would go on to be accepted into the Corps. Tragically, six months after he was first posted overseas he was killed in action. James has never been able to shake the feeling that if he had been fighting at his friends side he could have saved Hank's life.
Determined to make a difference for the better in people's lives, James recalled his grandfather's stories about the original Proud Citizen. Using his family's considerable wealth he researched all he could on the original mystery man. Finally, James made the momentous decision to don the mask himself and take to the streets, protecting the innocent from those that would prey upon them.
James is careful to maintain a public persona of a brainless rich-boy who only lives for a good time. Out of the spotlight however he fights alongside the Gods of the Golden age as that Paragon of virtue, Proud Citizen.

Other abilities
Proud Citizen is a supurb hand-to-hand combatant. Before taking up with his current mentor (Mr Hiroshigi) he was an accomplished Savateur and Shodan black belt in Yoshinkan Aikido. Mr Hiroshigi is currently training him in his own system of Bujutsu which incorporates techniques from all the major Japanese martial arts.

Paraphernalia
Proud Citizen wears a uniform made of a special fabric/kevlar weave (developed by his friend, Professor Baxter) which gives him some protection from cutting weapons and small calibre firearms. Professor Baxter has also developed a short range transporter for him developed from captured Rikti tech.
Weapons/Arsenal
Proud Citizen wears a utility belt that holds a range of equipment including:
- Flashbang grenades
- Smoke bombs
- Shuriken
- Shock-rod (a powerful taser-like device capable of stunning a Rikti warrior in full armour)
In addition, Proud has Impervium inserts in the knuckles of his gauntlets and the edges of his boots feature Impervium rims to give his blows extra stopping power.
