Quiver originally showed up during a bike ride to work, and was supposed to be an earthquake-type villain. However, as I thought more about her, I ended up making her an archer character, which was difficult because at the time, CoH was still in Beta and there was no hint of archery powersets yet. Still, I took the slot for her and sat on it until they were introduced later. Quiver was the subject of a comic book that was a runner-up in Cryptic/NCSoft's 2007 Comic Book Creator contest; you can read the entry here.

Personality
Quiver is extremely focused and practical. She's mature well beyond her 16 years of age, and as such often finds herself ostracized by kids her age. Unfortunately, she's also often dismissed by adults as being 'too young', which she finds infuriating.

Quiver's skill at archery is near the pinnacle of human potential, and she can routinely make shots which would be considered impossible even by Olympic archers.
Athletics
Quiver's extensive training has augmented her already impressive physical abilities to the peak of human ability, particularly in regards to her stamina, agility, and speed. She has extensive training in several forms of martial arts, including Krav Maga, Aikido, and Jeet Kune Do.
Quiver is especially adept at the art of Parkour, a rigorous physical discipline which uses quick thinking and acrobatics to rapidly traverse distances on foot with great efficiency. This skill, combined with her trusty grappling hook arrows, allows her to cross distances on foot with speed rivaling even metahuman abilities.
Equipment
Bow
Quiver's bow was designed by Klaus Gruber, the retired villain formerly known as Deathtrap. The bow itself is constructed of a piezoelectric shape-memory alloy, and the drawstring is composed of interwoven nanofibers that can expand or contract based on electrical current applied. The bow's alloy allows it to be reconfigured at a moment's notice, from 4 foot tall longbow to a compact 'carry size' that slightly over a foot in length. Likewise, the drawstring's nanofibers can tightened or loosened instantaneously, granting Quiver a wide variety of archery options. Dedicated, self-powered on-board microprocessors in the hand guard compensate on the fly to make sure the bow isn't affected by changes of temperature or humidity, and remains automatically balanced to give superior accuracy, velocity, and distance in comparison to most other bows.
Arrows
Quiver carries a variety of arrows with her at any given time, many with differing payloads and purposes. The common trait that most of them share is a specially designed telescoping carbon fiber shaft with spring-loaded fletches. The shaft of the arrow weighs practically nothing, and can be compacted to a little over 3", allowing her to carry a large supply into battle.
Adjustable Hair
Disliking masks but still needing a way to quickly conceal her identity, Quiver has had the hair in her scalp replaced with an expermental "artificial hair" made of thousands of spun nanofibers which can expand, contract, alter shape or change color depending on the electrical impulses from artificial follicles. These follicles are, in turn, attuned to chemicals secreted by the sebaceous glands in her scalp, which have been altered to react to conscious stimuli.
The end result is that Quiver can quickly change from her "everyday student" look of a long haired blond to her "mission ready" appearance of a brunette with a pageboy cut (or vice-versa) within moments. Even outside of her superhero persona, she tends to subconsciously shorten her hair in times of stress to reduce the chance it will interfere her aim.

Tiffany Templeton grew up in a world of luxury; she lived in a stately Long Island mansion, attended the finest school in the state, and traveled between the two in a chauffeur driven limousine. She wanted for nothing save the identity of her father, which her mother kept a closely guarded secret. However, when Tiffany turned 14, tragedy struck: her mother was diagnosed with cancer, and within months, Tiffany was orphaned.
Without any immediate relatives, Tiffany argued for emancipation on the grounds that her trust fund and inheritance provided her enough money to govern herself, and was granted it. During that time, she also uncovered evidence that indicated her mother had been the Socialite, a high society cat burglar famous for her daring heists and breathtaking escapes. Tiffany's investigations eventually lead her to a elderly man named Klaus, who, when confronted, reluctantly revealed that he was the former villain known as Herr Deathtrap. Both he and the Socialite had once been on the Infamy Squad, a villain group that plagued Paragon City's champions during the late 80's and early 90's.
Klaus also revealed that he suspected the Infamy Squad's greatest nemesis, the costumed avenger known as the NightSider, was actually Tiffany's father. While the NightSider was killed during the First Rikti Invasion, his body vanished from the morgue before his identity could be confirmed. Tiffany decided that she needed to uncover her father's identity and determine if he was alive or dead. Knowing that the people in a position to know such things would most likely be criminals, she started training.
Under Klaus' tutelage, she honed her already impressive physical skills to a razor sharp edge. She had always been good at archery, and thus made that the focus of her training. Klaus, being somewhat renowned as a gadgeteer during his villain days, designed a special compound bow for her, as well as a variety of multifunction arrows.
Feeling prepared after two years of intensive training, Tiffany left for Paragon City, determined to find her father once and for all.
