Real Name: Anthony Caruso
Previous Alias: Stormwind Rider
Current Status: Detached, considered hostile

Skills and Powers

As a result of events during the Rikti invasion, Anthony Caruso has powers related to electricity manipulation (see section: Known History). Powers include the ability to fire bolts of lightning from hands, create temporary entities composed of electricity, and flight through interaction with Earth’s magnetic field. All powers currently suppressed by modified Avenger-3 class nanites.

Current abilities are energy fields generated by Avenger-3 class nanites. Operative Bravo currently houses well over a million nanites. The power consumption of these nanites in such quantities would normally kill normal humans, but operative’s metahuman powers are drained to provide power instead. Nanites reinforce operative’s skeletal structure and provide defensive shielding, as well as output concentrated energy from hands for offensive purposes.

Addendum: At one point, operative’s energy output was significantly changed by unknown event to “negative” energy (see section: Known History, reference Fae Witch), possibly in regard to one or more metahumans. As of late, medical files have noted return of output to normal energy, reasons unknown.

Operative Bravo has also been trained in standard skillset of all tactical operations operatives. Operative is especially proficient in small arms, and is an expert marksman.

Known History

Early Life

Anthony Caruso was born February 11, 1984 to parents Ian Caruso and Marie-Ann Caruso in Paragon City, Venice district.

Childhood spent growing up in Venice district. Unremarkable in all aspects, except for occasional mischief common in teenaged adolescents.

During Rikti invasion, subject had just graduated high school. He and friends from school were observed on recovered security tapes entering damaged Crey laboratory (see File #15-1831-90CB: Venice laboratory). All persons observed pilfering high technology devices from breached Crey security vaults (as result from battle damage). However, while still inside facility, biolab was struck by concentrated barrage from orbiting Rikti ships (see Incident Report 571AV: Destruction of Venice district). Toxic gasses spread through facility and into district. Subject’s compatriots lost in view from cameras, presumed dead. Subject observed fleeing gas deeper into lab. Security camera in backup generation room observed subject attempting to scale fence surrounding power generator in attempt to escape gas. Just as gas began to choke him, the generator was struck and exploded, sending arcs of electricity into the fence. Power lost at this point, camera disabled.

Next record is from Brickstown Medical Center. Persons responsible for recovery from wreckage unknown. Medical file lists Anthony Caruso in coma for two years, waking up only in mid-2004. Discovering electricity-related powers, subject registered with Paragon City Hero Bureau and began career as hero.

Stormwind Rider

Over course of his career, the subject accrued a great deal of fame and fortune, becoming a self-made “pop superhero,” garnering endorsements from Excedrin, Energizer, and other companies, as well as starring in a movie titled “Heroes of Paragon City.” In addition, his best known associates were two other metahumans named Silver Wing (see Subject File 71-111-90DA) and Alan Marsh (see Subject File 16-381-77AM; also Operative File 27-385-50BF “Black Fox Tango”). Possible romantic links with heroine named Verdandi, real name Shannon Hail (see Subject File 90-115-75VV, also reference Incident Report 170AA: Commandant Hail).

In the late part of his career, the subject discovered the existence of the Malta Group through information garnered through contacts still undiscovered. He and two listed associates became serious obstructions to Group operations. Changed to Priority Two Threats, operations were set in motion to facilitate either destruction or turning of subject and associates.

Capture and conditioning

Shortly after attaining Security Clearance Level 50, subject fired public relations agent for mishandling of consumer products with his name. This opened an excellent opportunity, and a Malta operative was inserted as a possible candidate and hired as new agent by subject. Shortly thereafter, subject was led into ambush containing several Tactical Operations squads and subdued quickly.

Subject was then subjected to complete mindwipe and mental conditioning. Although initially successful, later incidents would reveal the need for constant reapplication, with disastrous results.

Placed in Division 4, Fox Project (see Project File 1051-87BC), subject was given codename Red Fox Bravo. Fox Project operatives were trained in standard tactical operative skillsets, then given specialized training suited for their intended roles. Red Fox Bravo was given advanced combat training consisting of black level hand-to-hand instruction, marksmanship enhancement, use of level III combat armor, and squad-level tactics.

Operational member of Fox Group

After training and conditioning lasting three months, Fox Project operatives were returned to Paragon City. After attaining hero IDs from Malta operatives working in city bureaucracy, operatives were instructed to work alongside heroes, particularly metahumans, as a way of studying them, and finding potential recruits, and learning the weaknesses of those that might pose a threat to Malta operations.

During this time, Red Fox Bravo was seen associating frequently with a metahuman called Fae Witch (see Observation File 49AC, in subfolders). Contact seemed out of bounds for normal operational parameters, but all close observation was foiled by subject.

Not long after this, some incident drastically altered the Avenger-3 nanites in Red Fox Bravo’s bloodstream. The exact nature of the event is unknown, but is believed to be related to some kind of supernatural contact facilitated by a metahuman hero called Dalantia (see Observation File 48BT, in subfolders). The changes were significant. All nanites were reset to defaults, losing operation memory, and lowered in defensive efficiency. However, a sudden change of energy output to some kind of negative energy drastically increased capacity for inflicting damage. All experiments to reproduce the effect failed, and project overseers were reluctant to kill subject to delve deeper, not wishing to risk the loss of a valuable asset for no gain.

At this point, erratic behaviors were becoming apparent in some Fox Project operatives. It is now known that these were the result of some operatives regaining partial memories from lives prior to induction in the project, or at least experiencing flashbacks.

Rogue Status

Using the skills provided them by the Malta, they began investigating their own backgrounds. The Fox Project commander made several breaches into Malta internal security nets with the assistance of Red Fox Bravo, and it was deemed that all project assets were potentially serious threats to the Group and an extermination order was issued. Multiple assault squads and titan warmachines were dispatched to project barracks, and the entire facility was leveled. Estimated casualties were above 90%, but subject escaped attackers.

Special detachments of Fox Hunters were formed at this point to track down remaining project assets and terminate them. Several subjects were killed, but Red Fox Bravo consistently managed to avoid pursuit, or critically injure or kill agents that encountered him.

It was at this time that Red Fox Bravo made initial contact with Super Group League of Titans (see SG File 155-1751). He originally made contact after tracking an automaton controlled by a member of the League into Dark Astoria, where it was destroyed. Chance encounters with heroine Misfire, aka Tiffany Burns (see Hero File 571-56-GHA, also reference “Burns Family”) lead to constant contact with League of Titans.

A lengthy romantic relationship was established between the two at this point. Observation suggests that at some times the relationship was unstable, but the feelings between the pair were extremely strong, often leading one to go out of the way to assist the other.

After a deadly assault on a Fox Hunter base of operations (see Incident Report 788AC: Retaliatory Fox strike) by Red Fox Bravo, Black Fox Tango, and Misfire that resulted in 100% dead in Fox Hunter agents, relationship between Red Fox Bravo and Misfire grew rocky, believed to be result of mass killings during attack. Shortly afterwards, Red Fox Bravo turned self into custody of Paragon City Police, confessing to several unsolved murders.

Group directors capitalized on the opportunity to finally extract Red Fox Bravo under plausible circumstances, and agents removed subject from police confinement. Subject was then moved to Washington D.C. for termination and final study into still unexplained abilities. Unfortunately, this seemed to be planned by Red Fox Bravo, and he mysteriously awoke while in laboratory undergoing final live testing. Defeating all local security agents, Red Fox Bravo then hacked Malta network and learned of persons responsible for Fox Project and began tracking them. However, he was contacted by

/// Section expunged: Authorization Code 17B-99 ///

Subject then returned to Paragon City, and slowly resumed relationship with heroine Misfire. Red Fox Bravo seemed to have attempted to pick up a heroic outlook at this point, and disassociated self from issue uniform and changed attire. He then took on several high profile high-risk missions and accomplished them, including stopping a Rikti attempt to reopen a portal to their home dimension.

At some point during this time, Red Fox Bravo also regained his full memories from prior to his mindwipe and conditioning. How this happened or is even possible is subject to much debate, but it is believed Madeleine Casey may be involved in some manner.

However, subject’s girlfriend was discovered to be abusing illegal substances (see Incident Report 917GH: Misfire Drug Arrest). After she was confined in the Ziggurat, Red Fox Bravo appears to have attempted to make contact with her only once, and only for what appears to be an extremely brief time period, with heroine Misfire storming out of interrogation room.

Entry and Operations in Rogue Isles

Red Fox Bravo appears to have made contact with another inmate at the Ziggurat, Sergeant Sigma Seraph 13 (see Operative File 675-12-29SS). Some kind of arrangement was made, but details are unattainable. After the Arachnos assault and prisoner breakout (see Incident Report 215ZF: Arachnos Prison Break), Misfire was freed and transported to Rogue Isles along with many other metahumans. Red Fox Bravo soon followed.

Details of subject’s activities in Rogue Isles are extremely sketchy at best, as the Group has had almost no success in successfully situating operating bases in the Rogue Isles (see Area Report 166581-1271RR, also reference Incident Reports 176AA, AB, AC: Destruction of Rogue Isles Operations Bases). Current attempt is more successful, but base Field Commander is operative Eclipse Black Nine, who frequently fails to file proper paperwork with GlobalNet.

One incident was recently recorded by base security cameras in Rogue Isles. Red Fox Bravo is observed speaking with Misfire, who has now taken the moniker Wildfire, and heated argument is obvious, although audio track is unavailable. Shortly after, subject used base assets to hack Longbow network and secure flight back to Paragon City.

Subsequent Activities

After returning to Paragon City, Red Fox Bravo appeared to undergo a series of mental breakdowns. Observation indicates he also began a relationship with the League of Titans member known as Leafchaser (see Hero File 714-11-LCC) which was cut short by her apparent death at the hands of a robot which went rogue inside the Titan headquarters when hidden programming surfaced.

Shortly thereafter, Red Fox Bravo took sabbatical from the League of Titans and disappeared from Paragon City. Attempts to track him were largely unsuccessful, although scattered clues point to somewhere in the main European continent.

After an absence of nearly a year, Red Fox Bravo has returned to Paragon City and resumed vigilante activities.
