- Even amongst non-metas, the ability to use a primitive form of sonar has been observed amongst those deprived of their sight. Refrain - named for the project which created him, his true name unknown - was intended to be the logical extension of this ability, formed into a deadly weapon. One of a series of black projects commissioned by Longbow, Refrain was once a homeless child, who accepted the position in exchange for board and keep.
- The risks, however, were greater than he had been led to believe. His eyes were taken intentionally, the price for his super powers; his arms, claimed by cancer as a result of his treatment, were not.
- Despite his hatred for them, Refrain had little choice but to cooperate with Longbow after his alteration. However, his first assignment involved helping to defend Atlas Park against the villain group known as Riot Gear. 'Liberated' by D-38, the leader of the mercenaries, 'Frain is now intensely loyal to the man, and intent on repaying his debt.
