In the days following the Vanguard Sword controversy, the already strained relationship between Longbow and Vanguard had reached a breaking point. To alleviate this tension, as well as foster a closer working relationship in light of the Praetorian threat, the appearance of Incarnate powers in both heroes and villians, and growing local concerns within Paragon City, a pilot project, codenamed "Gemini", was launched.
"Project: Gemini" involved select members of Vanguard and Longbow to serve with their counterparts on common assignments. In the case of Longbow participants, they would work closely with Vanguard officers in containing Rikti forces inside the RWZ. For members of Vanguard, they would work with Longbow, their parent organization the Freedom Corps, the PPD, and the superhero community to help deal with local threats.
Sergeant Steven Granger, a member of "The Shield" section of Vanguard, volunteered to be one of the first officers to work with Longbow, starting with simple assignments involving the Freedom Corps. A competent officer with an excellent service record in dealing with threat containment inside the RWZ, and well-liked by his peers for his leadership and personal skills, was naturally selected and sent to Paragon City. Granger served for many years in the Canadian Armed Forces before his transfer to the U.N. sanctioned Vanguard forces.
Granger carries the standard equipment and armor found on most Vanguard officers, with one exception. His helmet has thicker impervium armor to deal with non-Rikti threats, and also is equipped to handle a wider frequency of communication channels for both standard UN/Vanguard communication and those used in Paragon City by the FBSA, the PPD and the superhero community and their contacts.
Granger has a wife, Adept Kovacs (Theodora), who is a Vanguard Magician serving in both "The Shield" and "Project Gemini". The Blackwand Staff and Ghost Slayer Axe Granger carries were a gift from Theodora to ensure his protection during his assignment.
