"Mangle"
As I have begun to report on the new "Villians" who may cause threats to Longbow and Paragon City in the near future, I have begun to run across several reoccuring factors that deserve the attention of Longbow forces for immediate investigation. Highlighted in my report sent to Freedom Corp Headquarters a three months ago, I explained that Subject #39134 had reported various occurances within the group known as The Council and the Sky Raiders that had raised alarms to our informants.
There had been a series of security Breaches within their base off of the coast of Port Oakes. Council security teams reported to have been attacked by an unknown assailant who appeared to be the villain known throughout the Isles as "Mangle." However after the local council cell in Sharkhead began a search for the whereabouts of Mangle they discovered through contacts in Paragon City that he was currently detained by the Paragon City Police Department in Independance Port at the time of the break-in at the Council base. A local high ranking and respected Archon in the Council, Archon Leery, called off the investigation claiming to have apprehended the suspected individual and killed him for his crimes. The trail for the search for the one responcible for the raid on the Council base is still a Mystery. However, I found more interesting the items stolen from the base during this raid. A prototype Ray-gun developed by Vandal himself.
Thinking to myself, Something this unique cannot be easily hidden in the Rogue Isles without it eventually surfacing within the Black Market or through a deal between Villainous groups. I had several of our Agents infiltrate and keep tabs on notable Black Market exchanges.
Within the next month a report from one of our Longbow Agents stationed in Sharkhead Isle came to me about the sale of said Ray-Gun matching the description perfectly. I ordered our agents to get the information on the Buyer and Seller in the exchange. To my surprise we easily interrogated the salesman and found the identity of both parties. However, the results shocked me, to say the least. The party that bought it was a Cell of Longbow within Cap Au Diable! And the Seller wasn't Mangle but a tall, slender man, wearing a bright, yellow, fedora, a fully-covered-mask and silver sunglasses.
Again, I was brought to a colder trail than before. The crafty individual had elluded us by closing the loop of information in on ourselves by contracting to a corrupt longbow chapter. After ordering the investigation of the parties involved of our sides I decided that this was a deliberate attempt to throw us off of this mysterious person's track. Upon closer investigations the prototype weaponry sold to our agents was not found in the base or in possession of any of the agents involved. Several of our Agents assigned to this base had been reported missing during the tumultuous events of investigating the corrupt group of agents. I didn't know it for certain at the time, but now I am positive that The Disguise Duo had infiltrated the group and taken back their own weapon before it got into our hands as evidence.

After weeks of doing investigations throughout the Isles and several close-calls with the local chapters of the Marcone Crime Family, I finaly was told who this particular individual was known to some throughout the Isles as "Agent Double-Take." He's curently affiliated to a team of Notorious villains who have united to put into action more smmothly heir evil plots and plans. They dub themselves The United Underworld of the Rogue Isles. This "Agent Double-take" is not listed on any Longbow, Arachnos, or Vanguard files or has any working affiliation with any of the known organized crime groups in Paragon City or the Rogue Isles. Though, many of my collegues began to doubt my suspicions, I had to go off of my gut feeling and by the eye-wittnesses that claim that this person (Or as I later found out persons) does indeed exist and that he is somehow behind these series of events and may become a serious hazzard to the security of our organization.
As support for my actions against the corrupt branch of Longbow Agents involved with the Black Market Deal with "Agent Double-Take" slowly slipped away, the lack of substantial evidence faded in the wake of the missing prototype weaponry and the contradicting statements of the questioned Longbow Agents involved forced me to get my own hands dirty in this investigation by going undercover in the Marcone Crime Family of Port Oakes to uncover some leads on several sightings of Agent Double-Take. Interogations of Black Market employees were still happening but I was sure that the findings would be pushed aside because of their unreliability. I had to dig up hard, concrete evidence that this figure is infiltrating Longbow and other organizations for some nefarious purpose.
I was two weeks into my investigation and many of the Marcone enforcers had almost uncovered my true identity. I needed to quickly find the information I needed before I was "Sleeping with dah fishes." I decided to make a risky move and follow where the trail last went cold. Mangle. I went out in search of Mangle and found him at the Monkey Fighting Club in Sharkhead. I followed his moves closely as he left the club and was able to apprehend him. Taking him to a secure location for questioning I discovered that Mangle had seen this man before... Except he wasn't wearing yellow. He was wearing Green. His voice sounded the same or at least similar to that which I had wittnesses on tapes obtained during the Black Market Dealings. Perhaps this was a joint operation. One could've played as the Seller in the negociations with our Agents and the other could've infiltrated into their midst while their guard was down.
I planned on furthering my investigation on this idea, but my attention was taken away by news throughout the ranks of the Marcones that their allies, The Sky Raiders, had a new weapon that strangely matched the description of the one stolen from the Council.
