Rory Wilson was born a mutant, though you wouldn't have been able to tell from looking at him. No, Rory was graced with superhuman agility and reflexes. As any typical kid, Rory desired to show off his amazing abilities and pleaded with his parents to let him join his middle school's football team. They eventually relented and allowed him to, but when it was revealed he was a mutant and possessed an unfair advantage over his teammates and the competition, he was kicked off the team and banned from joining any of the school's other sports teams. Now with no outlet to practice what he saw as his one and only talent, Rory became somewhat sullen and depressed, though he made a few friends when he joined a support group consisting of other mutant teens in similar situations.
When one of his friends brought a brochure for a 'Superhuman Summer Camp' to one of their meetings, the group agreed it would make for a good and healthy trip. Eager for their son to be as happy as he used to be, his parents suggested he join them.
Located in a forest on the outskirts of the city and funded by Crey Industries, the camp promised to "enrich the lives of its campers by providing guidance counseling and training tailor-made to each child's abilities."
When Rory and the rest of the campers arrived, however, it was clear the camp was a ruse, and nothing but a cover for a Crey testing facility. While in the hands of the doctors and scientists, Rory and the rest of the children were secretly and extensively experimented on. Over the course of a few weeks, Crey isolated the children from their families, sending out false letters and emails detailing how happy they were and how much fun they were having.
The unruly and uncooperative "campers" were effectively lobotomized, while the rest were left heavily sedated. Rory was one of the former rather than the latter. But as his procedure was being prepped, there was a freak lightning storm and an electrical surge overloaded the facility's generators. Rory used the power outage to escape his captors. In the ensuing chaos an electrical fire broke out, burning the facility to the ground. As far as he knows, Rory is the only camper who made it out alive.
Crey blamed the explosion and the fire on a known super villain terrorist (who was later killed by a vigilante as a result) as a means of covering the operation up. Rory however, had escaped and returned home to his parents, whose memories he erased, using a tool he had stolen from the facility. He later found out it wasn't the only thing he'd taken home with him.
The electrical surge imbued Rory with new abilities. His cells were now permanently charged, allowing him to manipulate electricity to a degree. He could cling to walls through a form of "bio-magnetism" akin to static electricity, as well as supercharge his body's adrenaline cells, boosting his strength and speed along with heightening his already superhuman agility.
Vowing Crey Industries downfall, Rory pulled together a crude costume, adopted a spider-motif, and dubbed himself Web Site.
Rory originally possessed superhuman agility, as well as enhanced reflexes, balance, and coordination. An augmented ability includes an acute form of electricity manipulation. Rory's body generates a bio-electric field through which he is able to manipulate. Be it electrocuting his opponents, generating "taser punches" with effects similar to a stun gun and at times enough power to send opponents flying during close combat, blinding flashes, or releasing surges of electromagnetic energy.
When his body's 'fight or flight' response kicks in, Rory goes into what he likes to call "Overcharge Mode" during which his body's bio-electric energy is converted, greatly enhancing his strength and durability. He isn't able to keep this up for very long, however, due to the stress it causes on his body.
Rory is also able to scale walls or the sides of a building, just like a spider, by manipulating the electro-magnetic field his body generates, similar to the "static cling" effect.
Rory's costume (or what passes for one) consists of a black and red pull-over hoodie, an old pair of jeans, night vision goggles, gloves and wrist guards, and boxing boots. Rory also wears a utility belt, which houses such tools as a first-aid kit, mini-camera, Bugs (tiny listening devices), a cell phone, and his iPod.
As a result of the torture and captivity he endured while he was imprisoned by Crey Industries, Rory maintains trust issues in his personal life. While out of costume Rory hides his anger and resentment towards the evil company, shedding any connection between he and it. He masks his anguish and guilt over the deaths of his friends with sarcastic quips and remarks.
Rory anonymously runs a blog detailing every piece of incriminating evidence against Crey Industries he happens across. Internal memos, falsified documents and ledgers, practically anything he can use to bring down Crey Industries he unleashes upon the web.
