Threat Report

Ava Mannheim may seem quite unassuming, however, her current activities in the Etoile Islands (aka Rogue Isles) have brought her under fire from Freedom Corps command. Most specifically in regard to her radical and dissident views regarding Corp operations in the Etoile Isles. There is concern about her loyalty to the corps and her country due to her vocal and opinionated disagreement with militarized action against the Etoile Islands, claiming they are a sovereign nation, whether ruled by Lord Recluse or not.

Ava Mannheim has also been observed on surveillance video using extreme measures in meeting the goals of her missions. These measures have included: theft of property, destruction of property, and extremely brutal treatment of suspects and rivals. There is concern regarding her clear lack of moral differentiation between the good done by longbow and the evils perpetrated by the villains of the Isles.

Of most concern in regards to handling her directly is her temper, impressive strength, and intelligence, she also appears to have a good sense of her surroundings and perhaps stronger telepathic and empathic skills then she has previously let on. Her streaks of violence appear to be destructive and chaotic, however further analysis shows them to instead be methodical, calculated and executed in a cold, emotionless fashion. It is believed that the extreme violence she was subjected to during the first Rikti war in Eden has perhaps destroyed or impaired her ability to humanize her behavior. It is also possible that this is part of the original programming from the Project Ares super soldier program of which she was apparently the only known test subject.

Currently Freedom Corps is unable to suspend her registration and her clearance due to the political nature of her history and status as a survivor and veteran of the first Rikti War. Her activities in the Isles are to be monitored, but we will make no motion to restrict her in the search for Dr. Annette Borisov or Oberst Schlange.

Her subversive talk, and radical opinions in regards to the actions of the US Government, Freedom Corps, and Longbow will be recorded and noted, and handled individually as necessary.

All operatives should be aware that she is considered to be dangerous, and is not to be approached alone, or without prior authorization. Lethal force is approved in life threatening situations.

Criminal Record

Ava Mannheim has a lengthy and extensive criminal record dating from November 2002 to her last recorded offense in December of 2006. The list provided here is a summary of the most serious for consideration in her profile for assignments and responsibilities. Her police file contains over 80 separate arrest records and 35 convictions for violent crimes.

• November 20, 2002 - Assault & Battery - Not Guilty/ Self Defense.
  A little over a month after the end of the war, she was in a fight with a known member of the Hellion gang after she caught him trying to break into a car. The gang member was hospitalized for three weeks with internal bleeding and a skull fracture. She was to be remanded to a halfway house for juveniles, however in a paperwork mix up, common right after the end of the war, she was released from custody.

• January 04, 2003 - Manslaughter - First Degree - Not Guilty/ Self Defense
  The victim was a young man, who was a known family thug. Court record shows that Ava was assaulted first, and his fall from the third story window came when she kicked him off of her. He died shortly after arrival at the hospital. A single witness testified that she had seen the fight and that it was an accident. Ava, being under the age of 18 was remanded to a juvenile halfway house where she spent 4 months before disappearing.

• December 14, 2003 - 10 counts of Assault & Battery - Guilty Sentenced to Juvenile Detention
  Arrested after a huge fight between her and several known members of the skulls gang in what was described as a turf war. Out of the 10 Skulls involved in the fray, 7 were hospitalized for several weeks and 2 were hospitalized for multiple months. The doctors couldn't remember the last time they'd seen people so brutalized with internal bleeding, multiple fractures and other serious injuries. She served 7 months in juvenile detention and was released prior to her 18th birthday.

• December 27, 2004 - 7 counts of Assault & Battery, 1 count manslaughter - Found Guilty of 7 counts Assault
  Manslaughter charge dropped due to testimony from the woman she was helping at the time. Got into a fight with a group of delinquents who were attempting to sexually assault a young woman. All 7 victims were hospitalized for multiple months and the ringleader was killed during the scuffle. It was later found that the gun that killed the leader was fired accidentally by another member who confessed. Sentenced to 6 months in the PPD district jail, served 3 months and released for good behavior.

• November 2, 2005 - 35 counts of Assault & Battery - Guilty on all charges
  Sentenced to halfway house after a fight broke out between her and a group of men trying to take over her squat, an old abandoned warehouse in Kings Row. 15 of the 35 people spent more then a week in hospital, one person in critical care for over 7 months. She remained at the halfway house for 5 months before disappearing.

• December 18, 2006 - 2 counts Manslaughter - First Degree - Guilty
  Arraigned before the court, and found guilty for both counts of manslaughter for the deaths of two Skull gang members after a scuffle she had with them got out of hand. Fight started when she tried to stop them from attacking a young girl. Judge offered her the option of a sentence to the Zig, or registration with Hero Corps and training. She selected registration and registered with Hero Corps.

A loosely knit patchwork group of heroes led currently by Brendan Aft, who is engaged to Ava Mannheim. While it appears that she does not have strong ties, or integration into this group, we will continue to monitor her activity there.

Archon X - LLC Business, Cap Au Diable, Etoile Islands

A legal LLC set up in the Isles, we have reason to suspect however that this business is simply a front for a complex terrorist style outfit for disseminating disinformation. The company claims to do work related to genetic modification, and does sell a single service to health organizations world wide for identifying genetic types. No information however is available on the company as of yet.

Past

ASPCA - Registered Super Group, Paragon, RI, USA

Her involvement with the ASPCA lasted for an extended period of time, ending when she became engaged. Her ties to the group however were and still are tenuous, she has developed minor relationships with a few members, and continues to work with them when her aid is necessary. However her association here is of little to no security concern.

P.A.W. - Terrorist Organization, Rogue Isles

Her actual relationship with this terrorist organization is unknown, it is possible it is simply for usefulness while in the isles. No information thus far from operatives in the isles.

Powers & Abilities

• Psionic Assault - She has strong empathic, telepathic and psychokinesis abilities, she is able to forcibly impose herself on victims mentally tearing at their minds with her own. She is able to inflict such impressive psychic damage that she can leave her victims unconscious or catatonic. It has been observed that the subject is unable to use these powers when utilizing her berserker's innate abilities.

• Super Strength - Her berserker gives her the ability to tap in raw, unbridled power, strength, and destructive ability. Harnessing her anger, and aggression only makes this frightening power even more destructive. Most frightening, beyond her ability to send even large, unwieldy foes flying into the air with a single punch, is the controlled releases of her rage. During these controlled rages she becomes an almost unstoppable force of nature, bypassing even her own mental restrictions on her power, however after a short while her energy will wane along with her focus leaving her unable to concentrate to attack or defend herself.

• Kinetic Manipulation - She possesses a unique ability to control and manipulate the energyof everything around her, including both people and inanimate objects.She can both increase and decrease the kinetic energy of an object,such as aiding her comrade by making them more efficient, powerful, and faster even in the heat of a battle. Defensively her control of kinetic energy makes her virtually impervious to physical attacks, siphoning most of the kinetic power from weapons and limbs before they can reach her.

• Super Speed & Flight - Ava is lightning fast, able to move at speeds unseen by the human eye, she becomes all but invulnerable when moving. She uses her control of kinetic energy to propel herself and her psionic ability to move herself around obstacles.She also uses the same kinetic control to manipulate her mass and the kinetic energy of the air around her to float above the ground in a modified form of flight.
