The Nemesis Council is a villain supergroup originally devoted to the idea of world domination, but after the leader Dr. Nemesis vanished, the remaining members have been rounded up by a rising villain in the isles by the name of Leonardo di Meo. The new goal presented to them by this leader is to establish a corner of the world for them and others like them... a paradise, so to speak.
