Owen's powers manifest due to a powerful magnetic energy source within his body. Like many other members of the Nuclear 90, he has chosen to follow the righteous path of the hero.

Upon coming of age and taking the mantle of "the Completist", Owen was no longer satisfied with mere success, seeking out accolades and fame through physical challenges or spending his personal influence in the community. While he endeavors to raise his security level quickly in order to cement his fame as a respected hero, he also collects Hero Corps badges and certifications with the zeal of an Eagle Scout. Nothing is more important to Owen than training his abilities and honing them to his high standards of control.

Investigation is not Owen's strong suit. He often rushes into conflicts, relying on his training and natural ability to keep himself from becoming overwhelmed. Growing up, he would criticize others and developed a mild superiority complex, even over other supers. To Owen, even the mighty Statesman was merely an equal. Only recently he has come face to face with powers that are clearly superior to his, and in doing so, learned to respect and appreciate the abilities of allies and foes alike.

Abilities

Unlike some Nuclear 90s, Owen cannot channel his internal energies into focused blasts. Instead, the energy in his body radiates in an invisible, conscious field, affecting his surroundings. Over the course of his lifetime, he has learned to control the vibration of nearby molecules. He can drastically lower ambient temperatures, create pressurized zones of 'hard air' to deflect attacks, and negate air resistance around himself, which allows him to run at supernatural speed.

One result he has not yet achieved is to accelerate the vibrations of atoms enough to create intense heat. Owen's understanding of how his powers work indicate it should be possible for him, and yet he fails no matter how hard he tries. In contrast to his non-pareil attitude and personal strength, he is very self-conscious about his inability to create heat, and will become harshly defensive if questioned about it.

Affiliations

When circumstances require it, the Teen Phalanx has been known to team up with the Completist, although their stoic ranks tend to clash with his driven, impatient attitude and prevent him from forming real friendships with Phalanx members. The sole exception is Owen's pal Kaleiope, whose free spirit and vanguard sense of justice pairs well with his. The two treat each other like siblings, bickering and kidding one another while trying to utilize each other's powers effectively without canceling them out.

More recently the Completist has been seen in company with the likes of Geoglyph, Obvious Lee, and Billiard Ball.
