Heat Index

Generally considered to be the greatest superhero in the history of the universe, Heat Index is a natural leader with more innate power than many super groups have on their entire rosters. He also possesses a superior intellect capable of almost instantly analyzing any given combat scenario and developing the optimum tactical response.
For these reasons, he is often referred to as "The One" (coined by Lord Recluse after his fourth consecutive defeat by Heat Index). Statesman once admitted that Heat Index is his own personal hero and inspiration.
However, Heat Index tends to be a hothead who sometimes overrates his own abilities, leaping into the forefront of battles he can't handle and quickly finding himself in the hospital with a throbbing everything. Such courage and leadership is often inspiring in other heroes, but somewhat confusing given Heat Index's superior intelligence and tactical analysis abilities. It's been theorized that his overwhelming intelligence and power has stunted his emotional growth.

Character History
Birthed by a minor natural superhero, Heat Index grew up believing his father was an ancient sun god. He only recently discovered the truth: his father was a minor science superhero, who had been killed fighting the Fifth Column shortly after Heat Index had been conceived. His mother, seeking revenge, had foolishly decided to continue taking her "supplements" while tracking down her husband's killers, and the combination of her drugs and his father's altered DNA produced a mutated superhero, Heat Index.
Heat Index dedicated his life to fighting evil and protecting innocents, carving out one of the most notable careers in Paragon City's history. Shortly after the end of the Rikti War, he joined The People's Vanguard and quickly rose through the ranks while saving the world on numerous occasions from total annihilation.
Unfortunately, while he made numerous heroic arrests of notorious villains, Heat Index also spent an inordinate amount of time seducing female heroes and, in some cases, villains. A known womanizer, Heat Index has never admitted to specific liaisons, but sources in The Freedom Phalanx report that Heat Index spent time with Miss Liberty, Sister Psyche, Dominatrix, Mynx, Swan, Bobcat, Mother Mayhem, and possibly others.
Approximately a year after joining The People's Vanguard, Heat Index renounced his playboy ways and settled down with a teammate, Cardiac Arrest. They eventually gave birth to Isabelle Fisher, who was famously kidnapped only a month after birth by agents reportedly working for Lord Recluse. Oddly, only months later, the new super villain known as Fireheart claimed that she was Isabelle Fisher. Freedom Corps believes that Lord Recluse used Rikti technology to age Isabelle 18 years and program her with his own desires.
Regardless, to this day, he continues fighting evil and protecting the world from threats that few other heroes could handle.
Sources in The People's Vanguard report that Heat Index has recently created a new sub-group comprising the group's best and brightest, possibly for special operations missions that even the elite of the elite of the elite superheroes would not dare to undertake. The People's Vanguard will not officially comment on the matter.
Powers
Heat Index can channel ambient heat around him, sucking the heat out of the surrounding air so rapidly it produces ice or chilling effects and then emitting that heat out of his body in the form of fire and flame attacks.
Heat Index's Metahuman Threat Rating (MTR) is unknown, as Freedom Corps analysts have been unable to estimate the upper bounds of Heat Index's power. After numerous studies, they have concluded that his sustained damage output over any given period of time is unrivaled. Internally, Freedom Corps now uses the term "heat index" colloquially when referring to the highest possible score on the MTR.
Vulnerabilities
Despite possessing more power than can be accurately estimated, Heat Index possesses few specific defensive powers and abilities, and that which he does possess is limited. He is, as all blasters, better at giving than receiving.
However, two separate studies by Freedom Corps and The Freedom Phalanx of combat footage of Heat Index's defeats concluded that Heat Index is literally unbeatable except under one specific condition: the presence of an attractive female. In such a case, Heat Index tends to disregard his own personal safety and, if the female is attractive enough, even basic rules of combat engagement in order to risk his life unnecessarily, presumably to attract said female by his courageous display of thrilling heroics.

- For a period of a few months during the summer of 2006, Heat Index was the leading Badge Hunter in the entire multiverse. His recent 9 month sabbatical has, however, allowed others to surpass his badge count.
