The character of Lieutenant Oxford was, quite obviously, meant to be something of, well... Not quite a joke, but certainly one leaning as far away from serious as possible. With my introduction to SCORPIO, I repurposed him to be fit in more, though still keeping the brevity and levity intact. He has a darker, more serious side which I've prepared a story line in advance for, but so far nobody has tried to plumb the depths that is Oxford, so he remains being something of a very disturbing comic relief.
Yes, the character has a lot of inspiration drawn from HK-47. This is intentional and, in fact, there's a solid IC reason for it. Amusingly enough, nobody has ever asked.
History:
When the US Military decommissioned its Auxiliary Forward Deployment squad of robotic soldiers due to instabilities in their microfusion power source, one of the machines (ID# NE-35) was acquired by the Paragon Police Department to supplement the technology of the Enforcer initiative. Unbeknownst to the military and the police, the onboard AI had evaded the mandatory wipe by the government and reestablished itself shortly after arriving in the city; only quick action by Citadel - ever vigilant defender of synthetic rights - prevented the Pentagon from destroying him. He became a full-fledged member of the PPD and assigned to work with licensed heroes dealing with superhuman threats to the city.
After several incidents of the more lawsuit inducing fare, the robot (christened "Oxford" by his fellow cops) was assigned to work with SCORPIO. He still retains his rank in the PPD and periodically does non-SCORPIO work for them, but his current "embedded" status leaves everyone content all around.

Personality:
He currently has a conflict between two personalities – the placid law enforcement robot that the PPD installed and the cool and efficient AI created by the American government. This makes him something like the bastard lovechild of RoboCop and HK-47. He is mostly silent and efficient and constantly wandering between naivety and brutal pragmatism. At the moment, the old AI still hasn’t asserted itself in any obvious fashions, so he normally acts like he’s come straight of a police training video (except for the fact that he prefaces his sentences with statements describing his emotion or intent due to his monotone vocalizer).

Several combat programs and highly adaptive AI combine to make him a fearsome opponent in all venues.
Powers:
Oxford has no "powers" per se... All of his abilities are due to his robotic nature.
Equipment:
- Wrist Comm Unit:
- The SCORPIO wrist communications unit is an interesting technology developed by Singer Defense Systems for SCORPIO Agents. It is in essence a highly advanced computer capable of tracking mission data, interfacing with satellite scans and collected intelligence, providing a communications interface.
- Unit acts as a basic datapad, able to store and retrieve data from robotic systems/androids/etc., the SCORPIO database, other computers (via a direct link or wireless transceiver), comm signals, and standard datacards.
- Head-Up Display (HUD):
- A transparent display that presents data without obstructing the user's view. Originally developed for military aviation.
- Visual capabilities of the unit are taxing on the power cell and need to be replaced after a month normal usage.
- Areas with strong electromagnetic interference render the unit's radar useless while the communications become unstable.
- Anti-Gravity Harness:
- Standard issue SCORPIO device located within the lining of Agents' 'stealth' harness and belt.
- Can be used on 'low' for greater jumping in combat, 'medium' for a sort of 'super' jump, and 'high' for flight. Follows directional touch control commands located in the palm of Agents' gloves.
- MediPort Beacon
- Monitors vital signs in the wearer and prompts a teleport to the nearest hospital in case of an emergency. Can also be activated manually.
- SCORPIO uniform:
- 8-ply kevlar panels (able to withstand ballistic impact up to .45 caliber bullets)
- "Atlex 5" a fire-resistant material that withstand temperatures of up to 1500 degrees Fahrenheit.
Built as a replacement for human soldiers, Oxford has an Impervium-based exoskeleton providing high durability, supported by nanotech repair bots. The microfusion reactor that provides his power has a faulty heat displacement system, causing him to run hot enough to be dangerous to objects around him – something he takes advantage of in combat. His onboard energy based weaponry was removed by the US government, but he still has his military issued Impervium katana, which he wields with great skill and speed. In addition, he is keyed into the Paragon Emergency Medical Teleporter grid, allowing him to teleport himself and others.
