History
Mei Ju was born in Hong Kong 22 years ago. She is not ethnically Chinese, but of English descent. Her real parents are unknown, although whether they abandoned her or something happened that caused them to be seperated from Mei unwillingly isn't clear. Mei has since had several sets of parents, either those assigned to her by social workers or "adopted" by Mei. (Actually mind controlled into believing she was their daughter) Why Mei left Hong Kong to travel to the Rogue Isles is still unexplained.

Family
Lady Reiki (Chieh Chieh) Lady Reiki is Mei's big sister. Sort of. But not really at all. Mei Ju first noticed Reiki due to the color of her hair. After finding out that Reiki did not dye her hair but that it naturally grew in that color, Mei came to believe that Reiki was like her. Since they both had the same mutation Mei at first believed that Reiki was her mother but quickly dropped that and now sees her as an adoptive big sister. Reiki is one of the few people capable of talking Mei out of doing something or getting her to stop annoying people, at least for a little while.
Mei believes that Reiki is in fact a long lived chibi. (see Weaknesses for details about Mei Ju) Mei believes that Reiki is 2,600 years old and was born somewhere in Egypt. She's convinced that Reiki can control minds just like she can, but is able to do so with more subtlety than anything Mei has managed to pull off. Reiki's height is explained as the result of living so long with their slow growth rate. Mei is thrilled to have someone who can offer advice on what it's like to feel like you're never going to grow up at all.
For her part, Lady Reiki is entirely unsure what to do with Mei Ju.
Friends
Black batty (Fu) Mei met Black Batty shortly after she arrived in the Isles. Mei promptly latched on to Batty and has yet to let go. Despite Batty being the junior in their relationship she is the more mature of the two and is often the only thing keeping Mei out of (more) trouble.
Minxzii (Min Min)
Black Batty's best friend, Mei considers her a friend as well. Mei quickly turns to Minxzii whenever she needs to have an odd request fulfilled. Such as an urge to give an all baboon ska band to the Russians.
Jackie Bones (The Pumpkin Pirate!)
Two people who never should have met. Mei thinks Jackie has some really fun ideas to stave off boredom. It only gets worse from there. Expect to see a huge upswing in Black Batty's alcohol intake whenever these two get together as she tries to ignore whatever scheme they have decided on for the moment. Short attention spans may be the only thing saving the planet.
Torture Doll (Torture Girl)
Mei Ju hired her for a hit once. Since then they've spent time together partying at different Cape functions and creating miniature war games on bartops, using their powers to create small fire and ice armies.
Simon Spiegal (Suan Nan)
Mei Ju's favorite target to pick on. Usually involving things like getting Simon to try out some new activity and then collapsing in laughter at how goofy he looks doing it. His favorite ice cream is pistachio. Don't let him tell you anything different. Has a bad habit of hiding in the bathroom in order to avoid Mei.
Other
Chitters (Lizard Man) Lady Reiki's roommate and bodyguard. A 500 ft tall (6ft) man-eating (prefers chinese takeout and brownies) Lizard Man (asexual) with radioactive fire breath (no, just no) and a huge sword (this one's true). Mei claims Chitters has destroyed Tokyo on a regular basis. Other people tend to believe that Chitters has never been to Japan. Chitters' opinion of Mei is unknown to anyone but Lady Reiki.
Tarosvan (Lawnmower Man)
Poor Trey. Mei is concerned that he's too bored and depressed, so she tries to cheer him up. Her latest success has been in convincing him that he would not be happy shaving his head and becoming a monk. Her feelings of acomplishment are in no way dimished by the fact that Trey never wanted to do either one in the first place.
Coldwave/Pierre Corbin (The French Fry Man)
The subject of a debate between Mei and Psiromaniac. Unable to determine whether or not he's really made of potatoes, the two have decided that they need a wire basket big enough to hold him and plenty of boiling oil. Fortunately they so far have been unable to find a basket large enough. Due to a misunderstanding on Mei's part, she now believes he suffers from Gull Syndrome, caused by spending too much time in the desert either with too much pop or not enough. Symptoms include hanging out on the roofs of tall buildings and believing he can fly.
Jimmy Martignetti
A friend of Reiki's his greatest power may be that he has avoided gaining a nickname from Mei. He's constantly amused by Reiki's reactions to Mei Ju. Mei alternates between telling him the latest thing that popped into her head, offering to paint his toenails, and wanting to feed him to Chitters for being a pervert. Or maybe all three at once.
Personality
Take your four year old cousin and feed her lots of sugar. Now give her the power to control minds so that she never has to hear the word "no." That's Mei Ju.
Despite this Mei is capable of being serious and acting her age if forced into it. She will however become extremely depressed and violent, often seeking to destroy whatever made her act this way.
Mei Ju is conflicted deep down. She knows more than she lets on, but is so used to being treated as a child due to her height that she no longer cares what people think about her maturity. One of the reasons she was so quick to latch on to Reiki was the hope that as a fellow chibi Reiki could help her come to terms with her stunted growth. Mei's belief that Reiki is really 2,600 years old has caused her to become a bit hopeless on this front, as it seems the only answer is time. On the plus side, she now believes that she will live for millenia, if not forever, and so she has that much more time to simply play around following whatever whims pop into her head.
Powers
Mental Control
Able to exert her will over others. Depending on her mood it could be as "light" as taking over their muscles to freeze them in place or as "heavy" as forcing people to do whatever she wants, up to and including taking suicidal actions.
Telekinetic powers
Mei is able to do such tricks as flinging people into the air or hurling them across a room. She has no fine control or real talent with it however, and where someone ends up tends to be a bit random. She has developed this ability into augmenting her jumping, something she is able to do with a bit more control.
Ice Control
Mei has the power to create ice and objects made of ice out of the air. Typically used to create icicles to hurl at someone or to create weapons out of ice with which to attack. Swords in paticular are a favorite object to make, since they "look really cool." (pun intended) She is able to create small ice sculptures, generally no larger then her cupped hands. These tend to be fairly fragile and tend to either shatter or get chipped beyond recognition soon after she makes them. Mei often practices this skill when bored, making small ice flowers or animals. Her real goal is to someday create small sculptures of people; she thinks it would be fun to hand people who annoy her unflattering caricatures of themselves.

Weaknesses and Limitations
Slowed Aging
Mei seems to be aging extremely slowly. Despite being 22 years old chronologically, she has the physical build of a nine year old. Looking like a kid makes it hard to be taken seriously. How much respect does the average nine year old get? Perhaps as a result of this Mei Ju typically acts much younger. If people are going to treat her like a little kid she may as well behave like one. Sometimes she gets frustrated with people not taking her seriously leading her to believe that the only way to get anything done is to mind control people into doing it for her.
Weak Body
Her size also affects her in combat. Not many kids take a punch from a trained fighter well. It's even worse when your foe has superstrength.
