Miles
From Unofficial Handbook of the Virtue Universe
Miles is a reptilian being from an alternate dimension. Transported largely by accident to Paragon City, he has resolved himself to the career of crimefighting for lack of a better option.

Expanded Origin
Miles lived in a dimension that had only, up until the point of his living there, progressed to medieval-level technology and was largely dominated by magic and heroism. In that world, Miles sought to carve out a small portion for himself as a meager and mild poet. According to proper and good narrative, this meant his life was a non-stop horror show of adventure and intrigue, much to his chagrine. Despite all this, it tempered him into a master swordsman and combatant, despite his pacifistic desires.
Living in self-exile from his barbaric and warlike people, Miles opted himself into a magical experiment in return for a substantial amount of money. The experiment went awry (or so he assumes), and he was unceremoniously deposited, naked, into the center of Atlas Park.
It became apparent to him very quickly that the world he'd entered had few avenues open to one of his species and skill range. Hard up for something to do, he begrudgingly accepted a Hero ID card and set out on his career as a crimefighter. In little time, he'd earned for himself the respect and admiration of the city's populace, as well as a small number of fellow heroes, and has since greatly warmed to his new life. If asked, he will gleefully admit that should a portal to his homeworld re-open, he would without pause pass by the opportunity to return.
Abilities
Miles' species grants him enhanced reflexes, healing capabilities, and strength. He is a master swordsman, having greatly honed his abilities since arriving in Paragon City. Also, as a byproduct of the experiment that sent him to Paragon in the first place, Miles can teleport himself, and others, modest distances.
Recently, the teleportation abilities have been enhanced through his practicing, and he is now able to conceal himself for brief periods after teleporting.
Due to a recent storyarc in which he was exposed to massive amounts of radiation, Miles has the ability to fire eye lasers and send shockwaves of energy from his hands. They are his very first actual superpowers, and he's rather proud of them.
Group Affiliations
Miles is a member of the Galacto Rangers. He is the only member ranked 'cadet', despite being one of its more famous and decorated members. This is due largely to the fact that the group's leader, Galactoman, is also from another dimension and is suspected to be envious of Miles' success. It may also, however, be due to Miles' beastly appearance.
He has recently been promoted into the ranks of the Freedom Phalanx Reserves, though he often simply counts himself as one of the Freedom Phalanx, on the rationale that army reservists are largely considered to be in the army.
SincereAgape - Once Miles' best friend on planet earth, Sincere has gone evil, much to Miles' dismay.
In recent weeks, Miles has occasionally worked alongside The Action Pact.
Miles the human?
While on patrol with Erica Fairbanks, Miles wan into and fought a villain trio of Victor E. Tomorrow, Terrarform, and Reflex. During the fight, Miles was shot with Victor's Tomorrowscope, which has the bizarre effect of turning miles into a human being.
This was actually a boon to him, as he'd always wanted to be a normal person, and not a lizard. However, he soon found that his friends turned on him, not liking the 'new' Miles, as freed from his reptilian form, Miles liked writing poetry on a laptop in cafes more than fighting crime. During the course of the story Miles ended up confronting Proxis Pandemonium and Dr. Defect's giant robot, which exposed him to massive amounts of radiation. Miles can now shapeshift between forms, and possesses new and strange superpowers.

Reflex
Otherwise known as The Untouchable Man, Reflex was born with the ability to slow down his perception of time. He can view events as slowly or quickly as he likes, though he is unable to hit the 'rewind' button... he's only able to slow down his view of time to the point where it appears to nearly stop. As a result, Reflex is nearly impossible to hit, and exhibits hand-eye-coordination far beyond even some of the most enhanced people in the world.
Reflex despises his fellow homo sapiens and considers himself the next step in evolution. The inability of others to match his physical precision and skill annoyed him so much he fell out of the heroing business early, annoyed with his colleagues, who he suspected were holding him back. This led him on a spiral of increasingly more delinquent behavior. He disappeared for a couple years, only to re-emerge sometime later as a full-fledged villain. He's a speciesist, and Miles' presence and fame in the world offends him. He has set out on a personal vendetta against the reptilian hero, who has yet to figure out a way of hitting his quick-moving nemesis.
General Lee Bonkers
They should really stop trying Super Soldier Programs...
Bonkers was a product of a New Zealand-based super soldier program. Through unknown means, he has been given the ability to mind-control ordinary people into acting as his soldiers, who obey his commands to the letter, instantly, and with no thought to their well-being. The treatment left him incredibly unstable, and he has carved a path of terror to Paragon City, where he was stopped by Miles. Every once in a while he breaks free, however, to continue his own personal war on the world.
Terrorform
Terrorform was a relatively unknown Paragon City citizen with little to no known superpowers. He was obsessed with preserving the planet, to the point where he joined the circle of thorns long enough to learn a few magical earth-oriented spells. He ran away to the devouring earth, who wanted nothing to do with him. Rejected and enraged, he began a career of villainy, stealing spells and plant-centric abilities whereever and however he can, to further his goal of complete dominion of flora over fauna.
