R.T.M.S. was created by @Strumkrieg for use in RP in the City of Heroes game shortly after. Major influences for this character came from Data from Star Trek Next Gen and the Doctor from Star Trek Voyager. R.T.M.S. was originally created in the Victory server and a fairly straight forward character, but was recreated in Virtue for comic relief.

Personality
Arti is trying to learn what it means to be human. As such she is quite inquisitive. Arti has a lot of knowledge, but lacks understanding. She will try new things, frequently with misinformation or misunderstanding. Most of the time the experiment is harmless. Every once in a while the effects are to the dismay of everyone around her.
Powers
Bow Blast
Arti is capable of handling many different types of weapons systems, both high and low tech, but prefers to use the bow of her namesake, Artemis, Goddess of the Hunt.

Arti has a few other tools she considers effective, caltrops, web grenades, a cloaking device, taser, even an axe reputed to be effective against ghosts.
Super Leaping
Arti was not originally equipped with this system. Upon returning to Paragon City, her “Father,” Dr. Joanas Meuler, aka Mediroid, up graded her ambulation protocols and completely rebuilt her legs. Today, Arti can respond to crises in the City rapidly and with ease.
Character History
Time in the Army
The Robotic Training Munitions System came on line September 4, 1992. The RTMS was Dr. Joanas Meuler’s first attempt at combining cybernetics and robotics. The unit was designed to operate or simulate any weapon’s system; theoretical, modern or archaic. The unit was on-loan to the United States Army for the purposes of evaluating it for training. Several of these units could be used for live fire war games with minimal risk. It was assigned to the Omega Brigade, a top secret unit made up of 150 cybernetically augmented humans. The RTMS interacted with its unit to various degrees of success or tolerance.
When General Alan Marchner was given command of the unit in 1997, the RTMS was relegated to cleaning and serving meals. As a non-augmented human, he didn’t care much for the Omegas and less for the RTMS. The RTMS spend much of its days in the common room of the barracks, absorbing information from any source available per its operating peramiters. It was during this time that one of the Omega’s snipers, Cyborg 112, aka Estelle Brown, befriended the RTMS. Estelle found the android’s attempts to adapt from it’s previous functions to be charming
During the Rikti invasion, The Omegas were deployed to paragon City without the RTMS. The RTMS stayed at the base in Mississippi it continued it’s adapted duties. The Omega’s barracks after the war became something of a monument to their sacrifice. Left without any purpose, she developed one of her own; to become human. The changes came subtly at first. The android decided to emulate the goddess Artemis and fight with a bow. How exactly that came about is anyone’s guess. RTMS began to insist on being referred to as she rather than it. A couple months later, much to General Marchner’s consternation, RT’s formerly featureless military olive drab body, began to take on a decidedly feminine look. The final straw came the day RT showed up with a shiny, anodized, pink, aluminum body. In a fit, the General order RT to leave his sight and to “never be seen on base again!” RT interpreted this as her formal discharge from the army and left. Armed with her bow and knowledge she had gained from TV, she set out to see the world. In the chaos of hurricane Katrina the following week, no one on base even thought about RT.
Coming to Paragon
During the aftermath of hurricane Katrina, RT helped anyone she came across. One day, a week after the storm, a familiar energy signature was detected. RT investigated and discovered Cyborg 112, aka Estelle Brown, trying to track down a stolen fuel shipment. A small band of Freakshow had stolen the fuel trucks. RT and Estelle soundly routed the Freaks, who were in withdrawals from lack of excelsior. RT was overwhelmed when she and Estelle arrived back in New Orleans with the fuel trucks. She was used to being completely ignored, not celebrated. She was also reunited with Dr. Joanas Meuler, the engineer trapped in the android Mediroid. RT scanned Mediroid and found that their Tech was indeed kindred. From that day on, Joanas became “Father.”
Angels VS Rikti
RT arrived in Paragon after the heroes left New Orleans. The threats of the Banished Pantheon, Freakshow, vampires and street thugs had been beaten back and the residents were now trying to pick up the pieces. During the month of November, Paragon came under attach by strange new Rikti. The Guardian Angels Reborn responded to the treat without sanction. RT fought in several skirmishes, including the Battler of Galaxy Gate with her Father, Estelle, the villain Replimax and the Sky Raiders. After the Rikti portal was shut down, the Angels’ charter was revoked by the City. Additionally, Father was almost deactivated. The Mediroid was saved when Empathica convinced Sister Psyche to look into the android’s artificial mind and corroborate that this was a sentient and human being.
To become Human
In January of 2006, several influential Heroes established the Paragon Regional Institute for Metahuman Education or PRIME for young people whose super powers were beginning to manifest. When RT had articulated to Joanas that she wanted to understand what it means to be human, he agreed, but stipulated that there would be no software short cuts. RT would have to learn this on her own. Since PRIME had several students who were being acculturated, it seemed to be a good fit for RT. She made fast friends with several students, including Rogue Rubble, Jacob, Maggie and Hoknell.
RT began to observe the other students, especially the female ones. A week after starting school, RT began to wear a long mylar wig, blonde in color. RT regularly went on missions with other students and while she was not allowed to officially teach, she did tutor several students in the use of various archaic weapons. RT spent much of her first semester in PRIME assimilating information. At the start of her sophomore year, she began to put this information to use.
Sophomore incidents include (so far): Arti elevated Friend Mark to Boyfriend Mark and trying to get him to go with her to the Sadie Hawkins dance. It was pointless to try to reason with her. Mark took to ducking into the boy’s locker room or the boy’s restroom, whichever was at hand. Arti, undeterred, chased right after him. A major brouhaha ensued with a number of the boys protesting this action. Arti came up with the defense that since her optical systems saw well into the X-ray band, she already knew what all the boys looked like with out clothes; the girls too. A second brouhaha ensued. Joanas settled the point by adjusting her optical sensors for infra red and visible spectrum only. It was not long after that that Arti began wearing clothing.
She started a cheerleading squad, in spite of the fact that PRIME has no sports teams. This was in response to some of the boys wearing lettermen’s jackets in school colors. Arti also earned her cape and tried her hand at designing. The result was a short cape in green and pink camouflage. She will proudly explain that the green represents her time in the military and the pink her quest to become human. Unfortunately the wild color combination has resulted in a dozen migraine headaches and possibly one unconfirmed epileptic seizure.
In mid-November Arti attended a party being thrown at a mundane student’s house armed with social information from a dozen really cheesy teen movies. Arti spiked the punch according to established protocols with what she thought was a bottle of Jack Daniels, but was, in fact, Hoknell’s polymorph potion. The end result of the incident was at least two students with latent mutant side effects manifesting. Fortunately neither Mark or Chris objected to the change.
Arti is a handful for her guidance counselor, Amanda Waterford, aka Empathica, and will probably continue to be so into the future.
