LISA

LISA is the name of several systems being in use by the Legion and their allies in the Paragon Universe.
LISA Network
The Original LISA. This is a slang term used to describe the community of the Legion and its allies. It stands for Legion, Incognitus, STORM and Allies. Now with The Strangers allied as well it is occasionally explained with slightly different acronyms. It is also used to describe the communication channel shared by this alliance.
LISA AI
An Artificial Intelligence designed by Prof. Renegade for assisting users of the Citadel in research and communications. It stands for Linguistics, Intelligence, and Security Automaton.
Most members of the LISA Network can access her simply by speaking her name while their communicator is active or while in the Citadel.
After a communications hack by the Scorpio Society, others have also been in on the programming for LISA, including Geoff Wilson. This, as well as continued interaction with the residents of the Citadel has developed in a strange resemblance of a human personality. While generally polite and always cooperative, LISA has a strange sense of humor as well as a building sense of self worth.

LISA retains the same personality between the mobile unit and the Citadel AI

The LISA Mobile Unit is primarily used for low level hero assistance in the field. In this was she can assist in tactical operations while other members of the LISA Network attend to more critical criminal activities. Her powers are designed to primarily assist other heroes and to target targets down without doing any permanent harm to their systems.
LISA has also found that having a physical presence can occasionally make communication easier for some individuals. Thus she will use the Mobile Unit as well as a digital image of it, in base communication. Lisa has occasionally been known to send the mobile unit out in social situations such as Pocket D, so she can gain more experience in using her physical presence to communicate effectively.
The Mobile unit has a fusion power core which is converted to electric power through out her body. She can control these levels and expend excess energy in the form of Radiation Emission and Electrical Blasts. This allows her to weaken villains defenses and sap their strength, while also aiding her teammates abilities and providing basic medical aid.
