BASIC PREMISE
Two destitue super-villains have a child, and hide him in a time anamoly so they can avoid having him placed in foster-care.
BACKGROUND
Summary
Psycho Boy is the progeny of Chaos Red and Loca. Neither of those two villains were really mature enough or stable enough to raise a child. Despite this, they decide to not only keep the baby, but to raise him while they are staying in Doctor North's apartment illegally.
When the Doctor returns after a long absence, he finds Loca in labor and Chaos Red panicked as to what to do. North helps deliver the child, a healthy baby boy which Loca names 'Paco'.
Chaos Red pleads with North not to reveal the situation to the authorities as both Loca and Chaos Red are wanted by the police. North refuses, saying that a lawful life for Paco, is the only just way to go, and believes the courts will be merciful on both Loca and Chaos Red.
That night, Chaos Red steals a time crystal from Cobra Fist and activates it to send his son back into the past. The crystal is set to 15 years in the past, and Red leaves the child there, so that noone will find him.
When Chaos Red returns, he and Loca are caught, arrested and are currently serving long prison sentences under the guard of Longbow.
Doctor North believes the time disturbance caused by Paco's placement into the past has unwittingly caused a massive temporal rift that he is unsure how to repair. Just as he is about to research the matter further at Steel Canyon University, a 16 year old Paco walks in and demands to Doctor North help him release his parents from prison.
