Intro
Captain Starfall is one of the two leaders of the supergroup known as The Peacekeeper Initiative as well as the superhuman alliance of The Peacekeepers . He arrived in Paragon city some two or three months after the Rikti Invation with the first wave of heroes to join the city's call for protectors. Originally, he joined up with the group of heroes under the leadership of Capt. Valor known as the Guardian Force. Under Valor's tutelage, Starfall began to learn what it meant to be a hero, and what it took to live up to that name. He spent most of his time in the city working with their talented heroes, until one day, Arachnos struck. The area now known as Siren's Call became an intense battleground, as well as the areas of Warburg, and Bloody bay. Starfall took the fight there, defending the city's walls from whatever evil came their way. While Guardian Force was busy defending the city from the threats within the walls, Starfall joined with Inertial to lead the The Peacekeepers wherever the threat of villains proved too great for a single group to handle. Though the fights seemed never ending, they proved that the heroes of Paragon would never back down, and could overcome any odds.
After proving his ability to lead, and his prowess against the agents of Arachnos, Starfall was approached by the United Nations to form and lead a group of metahumans who would be under the banner of the United Nations, bolstering their ranks of human Peacekeepers in order to combat threats of a greater scale. It would be a group of heroes who would work without borders, and stop villains who threatened the entire international theatre. Starfall rose to the occasion, bidding farewell to his friends and allies in the Guardian Force, and beginning the next chapter of his heroic career.

Before Powers
David James Weaver graduated Havensville High School after winning the National Scholastic Science Foundation's annual competition. His entry was based off of an advancement to current public knowledge of rocket science. Based on his performance, he and his fellow colleagues who worked on the project were given full ride scholarships to the college of their choice. David, however, chose to enlist with the Air force, and work with NASA. During his college career he participated in the military ROTC program and pursued his love of physics and aerospace engineering, achieving a doctorate in the latter and a masters in the former.
During his time with NASA, he was placed on a project dealing with prototype energy and propulsion. There he worked on a project to develop a craft that could perform multiple earth-space take off and landings, with the possibility of lunar and even extra-gravitational travel. For his first prototype Dr Weaver created what he called a "Zero Point Field Generator Engine." This device is a supposedly limitless source of propulsion and energy. While Zero Point Energy and its generation has been fickle to many scientists in the past, this generator seemed stable, and was able to gain NASA's seal of approval for a test flight.
The test plane, the Star Strider Mark I, was developed, also by Dr Weaver, specifically for use with his prototype engine. During the flight, however, he crashed into and Unknown Flying Object.
After the crash
As Dr. Weaver's plane collided with with the UFO at sub-orbital altitudes at hypersonic speeds, the two objects became a falling, superheated mass that fell through the earth's atmosphere. When rescue workers arrived at the scene of the impact, all that was left was the naked body of Dr. Weaver and a few shards of superheated metal. By the time he cooled off enough to check, it was shown that he was still alive, albeit in a coma. Four several months, he merely lay at the NASA medical facility as the staff were unable to use any known medical procedure on him. A few months after the rikti invasion, NASA scientists discovered that he merely 'woke up' one day, apparently fully recovered. Numerous tests were run on Dr. Weaver, to determine his health and physical ability. Other than his resistance to needles and knives, it wasn't until the advent of his flying during a recreational basketball game that it was discovered he had any other form of superhuman powers.
After undergoing a battery of tests to determine his superpowers and limits, Dr Weaver was given the name "Captain Starfall" by those friends of his who remembered the ordeal, and helped design his first hero costume.
