Tubules on the gauntlets Frost uses sprays a cryogenic gas that freezes the air it comes into contact with once the stream of gas is broken. Based on how Frost aims and manipulates his hands and fingers, he can produce any number of effects, freezing a target or producing a sharpened blade of ice. He is also a capable, human fighter and a cunning criminal strategist with a hatred for puns.

Origin

"Every Monster has a Father"

Jack "Ice Man" Cowell was born in Ironhelm, New York to a local prostitute and a Rogue Isles smuggler who took him in to be raised in the Isles. Making their home in Sharkshead, Jack learned quickly under his father's tutelage the ins and outs of crime and as a very young man fell in with the henchmen circuit. After a 15 year stint as a professional minion, Jack sought to escape the business, especially after a disastrous stint with the pun loving criminal mastermind known as "The Owl", and formed his own band of professional bank thieves. Operating in from the Port Oakes, the crew of 16 regularly pulled jobs both in the Isles and Paragon City, often times hitting the casinos of St. Martial for their own profit or on another's orders. For 5 years, Jack and his gang stayed just below the surface, turning a profit while ensuring they never created too much of a stir.

This all changed with the Golden Giza Heist


Silver, Blood & Gold

Anonymous employers were never a problem for Jack and his crew; they always knew when they were being had and kept clear of such work. But this time it was too tempting, the job to end all jobs; The Golden Giza. The dead drop they received promised a payment that would put them all in Villa Monstrose for the rest of their lives, so long as they retrieved an important document from Johnny Sonata, hidden in a vault deep beneath the Golden Giza. It wasn't easy, but after months of infiltration and casing, the hit was on. Their prize just within their grasp, Jack led his team into the ancient vault beneath the Giza, beholding bars upon bars of smuggled Impervium. But their goal was just before them, a simple wall safe that came apart easily enough. Inside there was only a slip of paper with a few scrawled words and a looped signature:

They weren't sure where or when they had pissed off the Big Dog of St. Martial, but they had; and now, they were trapped. But Jack and his crew refused to go down for the count. A bloody shootout from the vault to the surface left many Giza security dead, but 12 of Jack's 16 dead, the other 3 survivors abandoning Jack just as he took a bullet to the shoulder. Fearing the end, Jack managed to steal a security car and escape into the night, leaving his comrades to their final resting place in the sewers beneath the Giza.


Cold Providence

Jack had barely survived the firefight and just made it to a street doctor new to the neighborhood in a makeshift laboratory. After some time healing. Jack began to get to know Dr. Asa Abner, a former cryogenecist for Crey Industries who had gone solo in the hopes of advancing his research in humanitarian uses of cryo-tech Crey had developed over the years. His crowning achievement was a pair of gauntlets capable of spraying a stream of experimental, cryogenic gas that would freeze water molecules in the air to form ice and snow. His hope was that such an invention could be used to generate blocks of ice in arid regions to bring water to the needy.

But Jack knew this moment. This was the moment that had made every other boss he would work for. The moment that would arm him to get revenge on Johnny Sonata. The moment that would lead him to the big time.

Jack Cowell murdered Dr. Abner and stole his gauntlets and cryo-gas, leaving his body in the Abandoned Laboratory of St. Martial. With a mission in mind and the power of cold at his finger tips, Jack Cowell became Horror-Frost!

The Union

By his own admission, Frost was green around the gills as far as working as a supervillain and quickly sought help. Getting himself settled into his new person, Frost contacted the United Underworld and was quickly met by the current Supreme Leader and founder, Nine-Ball. Offering his services to the Underworld, Frost was recruited and gradually rose through the ranks, eventually achieving a seat on the Primary Council. With his knowledge of the group and its members, Horror-Frost's revenge is nigh...and he'll make all of St. Martial witness it...

Personality

Frost is, first and foremost, a common man criminal. Whether or not he has powers, he is nothing more than a bank robber. As such, when the Underworld seeks fights with heroes like the Challengers for nothing more than vengeance or wishes to enact grand schemes that do not entail a grounded profit, he is often the first to decry such a decision, but will always go forth into battle to fight alongside his new crew. His sense of loyalty to those who've done right by him is unwavering and lasts a lifetime, though he will not hesitate to stop a friend or leader who would lead himself and the rest of the crew to destruction.

Despite a homely, friendly roguish personality, Frost is cold and calculating when it comes to his trade. Since his arrival in the Underworld, he has been planning a second heist on the Giza and has been studying all new and old members of the Underworld to ascertain their strengths and weaknesses as it relates to his plans. He has few qualms about crushing those he owes nothing to in order to achieve his ends, though he prefers to outright and cleanly kill those he believes will seek vengeance against him in the future (hence the murder of Dr. Abner).


Powers & Abilities

Frost utilizes a pair of gauntlets that can spray through wrist mounted tubules an experimental cryo-gas that freezes water molecules in the air to form ice and snow. With some careful handwork, Frost can form razor sharp icicles around his fists for slashing, freeze the ground beneath ones feet, or trap a target in a block of ice. He regularly upgrades and tinkers with the gauntlets, crafting a less clunky Mark II pair and a series of rigs utilizing the cryo-gas technology, ranking from a backpack mounted system to a full set of armor.

In addition, he remains a capable planner of heists and criminal schemes, often times seeing the little detailed flaws of plans that most villains would never imagine. He draws on 20 years of a criminal career of knowledge, contacts and resources. Despite his newfound powers, Frost still tries to remain in shape and a capable brawler.

Agent D. Skies & Agent Double-Take: "Sheesh, these two mooks...crazier than an Arachnoid on Meth. But I get the joke...act all nuts and silly, lull everyone into ease...then BAM! Steak knives in the back! Damned useful though, all that shapeshiftin'...I got a place fer' these two..."

Autosaurus Wrecks: "See, me and Wrecks are on two totally different planes. He's all high minded, out to shape the world...me, I'm out fer' revenge, buy a fishin' boat and get drunk. Guy's...thing's smart though. Definitely a Network guy. A damned good Hitter too."

Becky Beatdown: "HO-LEE SHIT! I ain't never met a cheer leader that could take a tank shell to the face! Now this girl, her and her 'Team Beatdown'...they're the perfect kind of muscle. Strong, tough, and driven by a good time smashing..."

Brother Vicious: "Brother man Ving Rhames here better stick around. My kinda guy, out fer' money an' not lettin' any mook you know you can kill get in your way..."

Carbon-12: "Man, Cajun...I hope he sticks around. That diamond trick of his is givin' me ideas out the wazoo...I'm just hopin' he don't piss someone off an' get himself killed."

Doctor Minus: "Doc' kinda scares me."

Dominatriea: "Domi...barely know the dame and I owe her everythin' now. Used those magic cards of hers to bring back my crew, made things right...Not sure what's she's after though. She ain't just some dumb mook like me lookin' fer' money or power. Somethin' else is goin' on in there..."

Goldglitz: "Golden Girl's got some nice connections and gams...if she's in as deep in the Giza as she says she is, I might as well have the keys to Sonata's bedroom. Actually, she could probably get em' for me..."

Hammer Shark: "This guy had me on edge from get go, but at least then he didn't talk! Folks say he used to be just some monster they could reign in, but now he's some kinda mad scientist lookin' to overrun the world wit' sharks. Still...that whole underwater angle could be useful fer' gettin' into the vault."

Kamen Hotep: "Wraps...Wraps confuses me. He's useful as hell in a fight and he's never backed down from one so far, but I don't get what he's after...he ain't like the rest of us. He ain't happy with what he is. Which makes me wonder...what does he want to be?"

Madame Machina: "Man, what's wit' all cyborgs these days? Dames don't appreciate their bodies, lemme tell ya'...MM's a good one though, big minded like Wrecks and damned smart."

Maestro Fortissimo: "I think I met him...Once? Twice? Eh, whatever, Hitter."

Nine-Ball: "You know, I worked for a lot of 'super villains' in the past, but Nine...Nine's scary. In a good way. He knows what he's doin', what he's gonna do, and knows who to use or get outta the way. I don't care who wins the elections...Nine's the Boss, capiche?"

Pure Inferno: "Heh, buddy boy Inferno...guy might be from another dimension or some crap, but he might as well be one of the hustlers from Oakes. Good guy, loyal and solid brawler. Mind you, he's lookin' to pick a few too many fights, but hey...that's the baggage that comes wit' a crew. You take on your buddies troubles."

Seismecca: "Now this dame...if you put her, Becky, Inferno and Wrecks in a room, there'd be no room left. Leave her alone in it and there won't be a buildin' left!"

Shogun of Sorrow: "Jeez, Shogun...ever hear of the pride of the family that brings nuttin' but ruin? Guy's smart and useful, but he's at the flashpoint of a lot of crap he brings onto himself an' the rest of us. Way too polite too, you can't trust them polite ones...only reason they offer you water is cause there's cyanide in it..."

Slot King: "Man afta' my own heart, real business crook. This guy's at the top of my list as far as the heist goes...if he turns up from his books..."

Suicide Cat: "It's nice ta' have another professional around, especially inna cat suit...dame's got some skills and style. Gonna fit in right wit' the casino..."

Wild-Time: "Oh man, if this ain't the Ace of Jokers in the deck...heh, that's a good one...Wild-Time's one of those guys that stayed what he is, just wit' powers and a psychosis. I can't see usin' this mook in anythin' that requires finesse or subtlety, but hey...could always use a few thousand knives flyin' around the room."
